The Region of Peel’s Human Resources division is seeking an Organizational Development and Learning Specialist who shares our passion for supporting an engaged, resilient, and skilled workforce.

**The Role**:
Reporting to the Advisor, Organizational Development & Learning, you will support the design, development, and implementation of a corporate-wide training program.

You will assume accountability for developing inclusive eLearning courses, and instructor led training for the Region of Peel’s workforce.

**What You’ll Do**:
Instructional eLearning Design and Development:

- Accountable for the design and implementation of accessible eLearning, by developing technical eLearning solutions and collaborating with content experts.
- Provide expertise in online instructional design including research and input on the appropriate technical specifications and technology, infrastructure, and opportunities for evaluation of eLearning.
- Design and execute eLearning solutions (design plans, outlines, storyboards, voiceover scripts, course builds, etc.) and incorporate multimedia such as video, audio, and animation.
- Create standardized and widely applicable eLearning templates and resources.
- Design and develop multimedia content, including audio and video assets, illustrations, animations, and interactive content.
- Develop virtual instructor-led learning courses and materials.
- Source relevant learning content from SMEs &/or other appropriate sources.
- Develop course content that addresses the learner’s needs, including interactive exercises and tests.
- Conduct Quality Assurance (QA) reviews and sign-off on training design deliverables; conduct ongoing and retroactive QA reviews on any training; provides documented feedback and results of review processes.

Training Delivery:

- Support learning programs from start to finish, including content management, implementation, communication, analytics, and reporting.
- Monitor training delivery progress and address issues as required. Responsible for ensuring that the training plan and delivery facilitates software adoption.
- Review training performance & ensure completion of training, by group, in time for launch.
- Setup of Learning platforms, environments, and training data for each workgroup.
- Conduct assessments to better understand the issues that are supporting and/or hindering high performance.

**What the role requires**:

- University degree in Adult Education, Instructional Design, Human Resources or equivalent education.
- 5 years progressive experience in instructional design and training delivery role, or related field. An equivalent combination of education and experience may be considered.
- 3 years experience developing eLearning and Virtual instructor-led training (VILT) content in a large, diverse environment, with a proven track record of delivering solutions and results that address the adoption needs and support the achievement of the project strategy and change goals.
- Advanced knowledge of content authoring tool Articulate 360 (Camtasia, Adobe CC, Rise 360).
- Experience developing accessible online learning for people with disabilities and designing content with a Diversity, Equity, and Inclusion lens.
- Knowledge of program evaluation methods to develop performance measures and report on program outcomes.
- Strong working knowledge of Microsoft Software; Word, Excel, PowerPoint, Outlook, OneDrive, Teams, and SharePoint.

**Skills/Abilities**:

- Possess a demonstrated record of performance, technical competence, diplomacy, customer focus, innovation/creativity, and commitment to results.
- Strong analytical and problem-solving skills for identifying training needs, developing solutions, and logically organizing complex information.
- Excellent communication skills (both oral and written), with the ability to communicate with all levels of staff and stakeholders.
- Strong track record of on-time, on-budget and fully adopted delivery.
- Strong interpersonal skills, including the ability to collaborate, influence, resolve conflicts, coach, and work in a team-based environment.

**Nice to Have**:

- Experience administering organizational development programs using SAP SuccessFactors.
- Experience in corporate-wide strategy and program development.
- Certification in CTDP (Certified Training and Development Practitioner) or CPTM (Certified Professional in Training Management) preferred.
