The Environmental Manager (Environmental Assessment) will lead the strategic planning and delivery of an environmental assessment in support of a significant provincial redevelopment project, Act as the technical lead supporting IO business lines and external ministries/agencies to manage risk and regulatory requirements. Independently manage communication and relationships with clients, regulators, and stakeholders. Provide strategic recommendations in relation to environmental initiatives, risks, legislation, and related programs, policies, and guidelines.
**What You Will Do**:
- Independently lead the strategic planning and delivery of environmental due diligence across IO business lines and external ministries/agencies.
- Manage and execute regulatory requirements including MOI Public Work Class EA, Environmental Assessment Act (EA Act), and Environmental Protection Act (EPA).
- Work collaboratively with clients to understand their needs and objectives, scope required for environmental due diligence, communicate risks, and provide commercial advice and strategic solutions.
- Analyze existing conditions, project specific needs and objectives, regulatory requirements, and determine the appropriate technical scope of work.
- Develop procurement documents, complete technical review, and evaluate proposals to ensure client and project specific needs are met and value for money is achieved.
- Proactively manage schedule, budget, technical scope of work, and proactive mitigation of risks to meet client and project needs.
- Review deliverables to ensure technical needs are met and quality assurance/control.
- Build and maintain close operational partnerships within IO and with external clients, and lead communication with key stakeholders and regulators.
**Who We Are Looking For**:
- Substantial experience working in the environmental industry in the areas of Environmental Assessment, Phase One and Two ESAs, Risk Assessments, Records of Site Condition (RSCs), and in-situ and ex-situ remediation with an understanding of applicable environmental legislation and regulations and standards in the Province of Ontario.
- Experience in identification and management of environmental risks and risk communication.
- Experience with the implementation and project management of remediation and risk assessment projects.
- Knowledge of environmental due diligence in Ontario and O. Reg 153/04 as amended including Phase One and Two ESA, Risk Assessment, Records of Site Condition (RSCs), and in-situ and ex-situ remediation.
- Knowledge of Environmental Assessment (EA) Act and Class Environmental Assessment processes.
- Experience working in Government and/or real estate setting with knowledge of government and related procurement procedures is an asset.
- Knowledge of management of liabilities and contract negotiation; environmental, contract, and property law; and/or real estate and project delivery is considered an asset.
- Post-secondary environmental or engineering related education, or an equivalent combination of demonstrated learning, training and professional development deemed equivalent or greater by IO.
- P. Geo., P. Eng., or related professional designation is an asset.
