**Job Description**:
***: Under the general supervision of the Chief Chemist, performs duties pertaining to implementation of the Sewer Use By-law; inspects industries, takes samples, performs lab analysis, maintains flow meters and monitors flow of sewage, industrial discharges, landfill wastewater and groundwater and leachate collection and treatment.
**MAJOR TASKS**:
- Installs and maintains flow meters in the sanitary and/or storm sewer system and conducts flow monitoring for the Environment Division as required; performs confine space entry and calibrates and maintains flow monitors, samplers and water quality field instruments.
- Inspects and liaises with industries and the public with respect to matters pertaining to discharges to the municipal sanitary and storm water collection systems in accordance with standards established in the Sewer Use By-law and the City’s Extra Strength Discharge Program.
- Receives, documents, and investigates complaints of Sewer Use By-law violations; follows up and ensures compliance.
- Maintains a database for tracking and billing for surcharge industries and for waste haulers; prepares quarterly and annual reports.
- Operates and monitors the leachate collection and treatment system at the Thunder Bay Solid Waste and Recycling Facility (landfill site), including sample collection, chemical addition, aerator maintenance, wet well pump monitoring, and leachate collection and transfer.
- Monitors ground water quality at the Thunder Bay Solid Waste and Recycling Facility (landfill site) through routine sampling of piezometers, ditches, rivers and wells as per Certificate of Approval; calibrates and maintains water quality field instruments.
- Liaises with Regulatory Authorities and other City departments in matters concerning water sampling and testing programs.
- Investigates environmental complaints in connection with the Infrastructure, Development & Operations Department and/or the public, including spills and other emergency situations; advises methods of cleanup protocol and ensures completion of clean up; accurately logs and documents reported spills.
- Assists in laboratory work and provides vacation relief for the Laboratory Technician as required.
- Inspects industrial/commercial discharges by collecting representative samples in accordance with MOECC protocols; performs appropriate field analysis and coordinates supplementary analytical testing.
- Maintains, calibrates, and services stationary samplers at Water Pollution Control Plant and logs actions taken.
- Prepares Laboratory & Technical Services timesheets and maintains schedules.
- Liaises with Process Engineer regarding plant process studies, as required.
- Performs such other duties as may be assigned.
**QUALIFICATIONS**:
**Education/Experience**:
- Diploma in environmental engineering, civil engineering technology or related post-secondary discipline, together with two years of related field experience.
**Skills/Abilities**:
- Must be capable of issuing and accurately comprehending written/oral information and instructions
- Must be tactful and courteous with the public
- Must be reliable and capable of performing routine work with a minimum of supervision
- Ability to interpret applicable legislation and related regulations, municipal by-laws, codes, and standards
- Must be at an intermediate skill level in word processing, spreadsheet, database software
- Must possess and maintain a valid Class “G” Ontario Drivers Licence, or equivalent
- Must meet the definition of a competent driver as defined by the Corporation
- Must be competent within the meaning of the Ontario Occupational Health and Safety Act
**Assets**:
- Experience in sampling and monitoring in an industrial and/or commercial environment is an asset.
**CONDITIONS OF EMPLOYMENT**:
- Within 2 months of accepting the position, must attain and maintain an OIT Wastewater Operator Licence for wastewater collection facilities
- Within 5 years of accepting the position, must attain and maintain a Class I Wastewater Operator Licence for wastewater collection facilities
- Must attain and maintain First Aid Certification
- Must remain a competent driver as defined by the Corporation
