Director of Program Development and Accountability

**Job Purpose**:
The Director of Program Development and Accountability is responsible for leading innovative approaches to efficiently and effectively develop current and prospective programs at the Africa Centre. You will manage a team of program managers and coordinators to ensure successful program design, development, implementation, evaluation, and timely reporting. This role oversees all aspects of new and ongoing programs, including planning, organizing, staffing, leading, and controlling program activities. Additionally, you will lead the Supporting Black Community Capacity Building Initiative (SBCCI).
**Duties and Responsibilities**:
- Program Planning, Design, and Development_
- Plan and oversee the delivery of programs aligned with the organization's mission and goals.
- Lead the design and development of new programs and enhancements to existing programs.
- Facilitate cross-sector program design, development, implementation, and reporting.
- Collaborate with the Human Resources to recruit and select qualified program staff.
- Initiate and lead new initiatives that support the organization's strategic direction.
- Develop annual budgets and operating plans for specific programs in collaboration with the Director of Finance.
- Evaluate alternative program plans and communicate implications effectively.
- Ensure all programs have clear purposes, goals, outcomes, and reportable activities.
- Program Reporting and Accountability _
- Establish a program evaluation framework to assess program strengths and identify areas for improvement.
- Ensure timely submission of program reports with input from Managers or Coordinators.
- Coordinate quarterly operational reports and share them with the Executive Director.
- Work with the Communications Manager to promote programs in stakeholder relations.
- Collaborate with Managers, Coordinators, and external evaluators on program evaluations.
- Ensure program activities comply with organizational policies, procedures, legislation, and professional standards.
- Stakeholder Relations _
- Represent the Africa Centre at interagency and governmental coordination tables.
- Cultivate positive relationships with agencies, partners, and funders.
- Foster teamwork between staff and stakeholders to enhance program effectiveness.
- Solicit stakeholder input to improve programs and build partnerships.
- Review partnership agreements regularly to ensure mutual benefit.
- Supporting Black Community Capacity Building Initiative _
- Provide capacity building to Black community organizations across Canada (excluding Quebec) through a fair and transparent process.
- Establish and collaborate with an independent grant review committee to recommend funding for grassroots organizations.
- Support funded organizations and collaborate with partners to enhance the capacity of Black-led community organizations.
- Liaise with intermediaries to promote initiative success and organizational learning.
- Coordinate with funders on project timelines, deliverables, and reporting.
**Qualifications**
- Education:_
- Master’s degree in social and/or human services field is an asset.
- Bachelors Degree in social and/or human services field with 3 years of leadership experience.
- Experience_
- At least 5 years of experience in program design, development, evaluation, and supervision within the voluntary sector.
- Proven ability to develop and successfully implement program plans.
- Demonstrated leadership skills with the ability to positively influence others.

- Knowledge of leadership and management principles relevant to nonprofit/voluntary organizations.
- Understanding of current community challenges and opportunities related to the organization's mission.
- Proficiency in project design, development, and evaluation.
