**Position Summary**:
Program Advisor, Harm Reduction implements all aspects of the FNHA Indigenous Harm Reduction Education Program developed in response to the toxic drug crisis in British Columbia. This includes FNHA funding arrangements, promotion, leadership, engagement and evaluation across FNHA and with Regions.

**As a health and wellness organization, the First Nations Health Authority has aligned with the Provincial Public Health Order released on October 14, 2021. We have a mandatory COVID-19 vaccination policy for all employees at First Nations Health Authority. This policy requires all employees to be fully vaccinated against COVID-19. **Responsibilities**:
- Provides recommendations to FNHA senior management on matters related to Harm Reduction program development and contributes to the alignment and development of corporate policies by actively engaging and implementing program framework, guidelines, planning, communications, operations and financial.
- Manages harm reduction programs including the Not Just Naloxone Harm Reduction Program.. This includes documenting program status, and designing and implementing harm reduction curriculum that promotes capacity in First Nation communities.
- Assists with financial management and completing financial system requirements to the Toxic drug poisoning framework for action and annual operating plan. This includes preparing annual operating budget, reallocation of funds and financial reconciliations, funding forecasting for ongoing program.
- Estimates program resource requirements and participates in resource allocation decisions to achieve program objectives and related accountabilities
- Analyzes statistical and financial data to identify trends and the impact on forecasts, budgets and service sustainability. This includes analyzing program effectiveness, response, opportunities for program growth as well as impact for FNHA, program participants and multiple internal and external stakeholders.
- Researches, investigates, analyzes and resolves complex issues for enhancing harm reduction program operational plans and frameworks; to ensure alignment with community, regions, and First Nation organization service delivery realities and leadership objectives.
- Writes reports, briefing notes, decision sheets and presentations on proposed strategies, direction, recommendation and options for senior management.
- Prepares program materials such as promotion and information sheets and presentations and facilitates training sessions for a variety of internal and external audiences including FNHA leadership, departments, community participants, health system partners and public stakeholders. Collates administrative documents for working groups and advisory committees as required.
- Liaises with external bodies, including BC Centre for Substance use, BC Centre for Disease Control, and Ministry of Mental Health and Addictions to support the development of program standards, manuals and knowledge exchange tools as well as engagement with First Nations Senior leadership and governance bodies.

**Qualifications**:
- A University degree with a minimum of six years of relevant experience or an acceptable combination of education, training
**Knowledge, Skills & Attributes**:
- Knowledge of community based health policy, programming and service leadership
- Knowledge of concepts, practices and methods pertaining to community health based accreditation and quality improvement
- Knowledge of change management principles, asset mapping and QI Project Planning
- Knowledge of colonial history and contexts for understanding social disparities and inequities, for First Nations, including but not limited to the IRS system and First Nations hospitals
