Service Support Specialist

**Summary**:
As a member of the Southern First Nations Network of Care (SFNNC), the Service Support Specialist is to act as a direct resource and liaison for the SFNNC with key collaterals and stakeholders. Duties and key responsibilities may be adjusted depending on the child welfare reforms. Working in collaboration with the finance department (Single Envelope Funding, reporting, program/policy development). Knowledge and understanding of child welfare practices and how that relates to Indigenous populations, including awareness of the evolution of the structure of child and family Services in Manitoba (AJI-CWI, Bill C-92).
**Key Responsibilities**:
**Special Rates**
- Reviews, process, and provides consultation with all the Southern Agencies with respect to Special rate.
- Provides Special Rate and Special Need Training to Southern Agencies.
- Reviews and process all Special Rates. Communicate directly with agency workers and supervisors with respect to rate adjustments.
- Reviews, process and provides consultation with all the Southern Agencies with respect Level 5 designation.
- Provides Level 5 Training to Southern Agencies.
- Reviews and processes all Level 5 requests. Communicate directly with agency workers and supervisors with respect to Level 5.
- Collect and record special rate/level 5 request to electrical data system.
- Respond to time sensitive request documents.
- Works in collaboration with the Federal and Provincial regulating authorities regarding approvals.
- Reviews and processes one-time only requests.
- Communicate directly with agency workers and supervisors with respect to one-time only requests.
**Agreements with Young Adults**
- Respond to time sensitive requests documents.
- Reviews, processes, and provides consultation with all the Southern Agencies with respect to AYA’s.
- Provides AYA training to Southern Agencies.
- Reviews and process all AYA requests. Communicate directly with agency workers and supervisors
- with respect to rate adjustments.
- Works in collaboration with the Federal and Provincial regulation authorities regarding approvals.
**Intake Specialist**
- Provides consultation and expert advice to all concerns/complaints regarding child welfare matters, which include, but are not inclusive to, children in care and service-related matters, which are provided by on and off reserve First Nations child welfare agencies, under the SFNNC.
- Receives and responds to all intakes (requests for information, ministerial inquiries, complaints, community concerns) received from various sources (On/Off First Nation community members, family members, child protection branch, external collaterals).
- Gathers initial information to assess and determine appropriate service response.
- Enters all information into SFNNC electronic data system, collect and record statistical information and intake data forms.
- Adhere to agency complaint resolution processes.
- Provides case consultations and information re: policies and standards to agencies.
- Opens and closes a file at Intake or prepares file for ongoing investigation.
- Gathers and analyzes Intake data for statistical reporting.
- Receives concerns, consultations, and general inquiries regarding Authority Determination Protocol (ADP).
- Develops and implements ADP training to Southern Agencies.
- Assist with processing of Section 28 transfers.
- Provides case consultation when required.
**Interprovincial Agreements/Requests**
- Navigate the Provincial, Territorial Protocol on Children, Youth and Families Moving Between Provinces and Territories when transferring children and youth out of the province of Manitoba.
- Receives and responds to all interprovincial queries (requests for information/service/support).
- Provides case consultation to Southern Agencies and external agencies, with interprovincial inquiries.
- Assist in coordination of services, including information sharing/gathering.
- Understand procedures and practices within the meaning of the child and family service standards.
- Dispute resolution.
- Respond to time sensitive request documents.
- Perform administrative duties to enter stats in the SFNNC electronic data system and filing.
**Family Service Transfers**
- Provides consultation and expert advice to all concerns/complaints regarding Family Service transfers, Permanent Ward transfers, and Section 42 & 49.
- Receives and responds to all Family Service transfers, Permanent Ward transfers, and Section 42 & 49 transfers.
**Change of Authority Requests**
- Provides consultation and expert advice to all concerns/complaints regarding change of authority matters.
- Receives and responds to all change of authority requests received from various agencies.
**VSG/VPA**
- Receives and tracks files and Voluntary Placement Agreements and Voluntary Surrender of Guardianship from member agencies.
