**Responsibilities**:
PRIMARY PURPOSE
Develops revenue generating strategies, negotiates and manages commercial programs & partnerships contracts with third parties, while maximizing commercial value for project specific work within the assigned portfolio for the TransLink Enterprise.
KEY ACCOUNTABILITIES
Collaborates with senior leaders in the Department as well as other internal stakeholders across enterprise and third parties to assists in strategy development to identify potential business opportunities. Builds relationships with multiple internal and external stakeholders to establish commercial frameworks, including managing diverse positions/opinions and competing priorities within time and scheduling constraints.
Evaluates project specific opportunities, within the established project portfolio priorities with a view to maximizing commercial value; and develops related business cases and work plans for review and approval by management. Identifies and develops innovative/creative solutions or partnerships to leverage TransLink’s property assets, mitigate related risk, and create value for all parties. Involves taking action in the absence of existing precedent.
Prepares business cases and proposals for assigned projects that secure commercial value for the enterprise; leads the negotiation of commercial revenue agreements. Manages projects through the regulatory approval process thereby ensuring projects are executed fairly and consistently within the current legal framework and competing priorities within time and scheduling constraints while consulting with necessary stakeholders as required.
Manages and enforces contract terms with third parties; and acts as single point of contact for commercial and contractual matters. Executes contracts and commercial agreements within authority limits, including all related documentation.
Prepares reports, analysis and presentations for the Manager upon which Executive and Board decisions may be based. Supports internal stakeholders on commercial and contractual matters, before, during and after implementation. Champions the organizational culture change towards business innovation and value (revenue, costs, efficiencies) across enterprise
Continuously researches and monitors best-in-class industry practices, business trends, market, and assesses opportunities for TransLink (including strategic fit) entry into those markets (that may include, but not be limited to quantitative and qualitative analysis)
Manages staff, including selection, training, coaching, development, performance management and all other people management practices.
**Qualifications**:
EDUCATION AND EXPERIENCE:
The requirements for this job are typically acquired through completion of a bachelor’s degree in Commerce, Business or other related discipline, plus 7 years experience at progressive levels of responsibility in negotiating, managing and implementing complex commercial projects transactions with third parties. Must have prior experience in coordinating consultants and liaising with government authorities.

Expert negotiating skills, with ability to perform a leadership role in managing the opposing opinions/positions and agendas of multiple diverse internal and external stakeholders
Expert relationship-building skills to establish and manage commercial relationships, while maximizing value for the TransLink enterprise
Advanced knowledge of the methods, best-practices, and techniques of negotiating, managing and administering contracts with third parties
Advanced interpersonal and communication skills, including ability to advise, explain, clarify complex information; and also to write reports and develop/deliver presentations
Advanced business acumen and critical analysis skills with ability to identify and evaluate real property opportunities and develop innovative/creative solutions where no precedents exist
