**SUMMARY OF DUTIES**
Plays a key role in defining, analyzing and improving internal controls, risk-management practices and compliance efforts. Working with the NFB’s various business areas, serves as an advisory partner in matters of governance while fostering a culture of collaboration, effective performance and proactive risk management within the organization. Manages and leads the Internal Controls and Compliance support team; interprets government policies, directives and standards. Conducts analyses and identifies shortcomings in policies, standards and processes, and recommends improvements; ensures risk-assessment and mitigation strategies are implemented. Supervises the planning, execution and monitoring of action plans on internal controls and risk management while ensuring effective change management and communications to integrate preventive and control measures.
**MAJOR RESPONSIBILITIES**
- Manages the Internal Controls and Compliance team.
- Defines, analyzes and improves internal controls, risk-management practices and compliance efforts.
- Serves as a resource person in assessing problematic situations, analyzing relevant information and recommending solutions.
- Interprets government policies, directives and standards; identifies shortcomings in policies, standards and processes with an eye to suggesting and implementing improvements.
- Maps out, executes and follows up on internal-controls and risk-management action plans.
- Participates in the review and development of administrative policies, tools, processes and controls; conducts preliminary analyses and coordinates input from internal and external stakeholders.
- Applies operational policies and standards in compliance with the _Financial Administration Act_; implements procedures to ensure compliance with Treasury Board Secretariat directives related to financial management.
- Works closely with the financial management team to harmonize activities and ensure standard procedures are followed; provides support to the team, ensures processes are properly documented and coordinates the dissemination of information.
- Ensures sound change management and coordinates communications activities aimed at integrating preventive and control measures in business areas.
- Proposes improvements and key performance indicators to achieve objectives and measure the results of compliance and improvement initiatives.
- Generates highlights for management reports, dashboards and other ad-hoc requests.
- Ensures sound management and proactive planning of financial and material resources for their sector.
- Manages the sector’s human resources in accordance with the NFB’s values and policies and in line with the applicable collective agreements; builds effective teams and ensures that synergy, cohesion and a spirit of cooperation are created and maintained within the group.
- Sets clear expectations and evaluates individual and sector performance; establishes performance indicators, sets annual goals and advances talent-development plans.
- Communicates objectives and strategies to staff in their sector and acts as the sector’s spokesperson with internal and external collaborators.
**REQUIRED QUALIFICATIONS**
- University degree in Administration, Finance, Accounting or equivalent;
- Professional title or certification, or equivalent (CPA, CIA, CISA, CFE, CGAP, etc.);
- Minimum of ten (10) years of experience, or a relevant combination of education and experience;
- At least three (3) years of experience managing teams and staff;
- Experience in project management, ideally in designing and implementing continuous-improvement initiatives for operational methods;
- Demonstrated experience in interpreting contracts, policies, regulations and guidelines, performing complex analysis, establishing work processes and writing reports;
- Proficiency in MS Office (Outlook, Word, Excel, PowerPoint);
- Bilingualism in the official languages (French and English), both orally and in writing.
