**Manager Person Centred Supports**
Under the direction of the Senior Director, Strategy and Impact, The Manager, Person-Centred Supports will work collaboratively with the Senior Director and staff team to implement the _10-Year Plan to End Homelessness in Winnipeg_, End Homelessness Winnipeg’s _5-year Plan,_ the _Reaching Home: Community Plan _and related strategies and plans to prevent and end homelessness in Winnipeg. The Manager, Person-Centred Supports is responsible for supporting the development and delivery of plans, strategies, and activities that respond to the immediate needs of those experiencing homelessness by co-creating stronger pathways to a range of permanent housing options and culturally proficient, trauma-informed person-centred systems of care and will provide backbone support for coordination and outreach activities in the community. The Manager, Person Centred Supports is responsible for but not limited to:
- Co-create, implement, monitor and evaluate relevant strategies, plans, initiatives and activities that respond to immediate needs of those experiencing homelessness by creating stronger pathways to housing and person-centred systems of care
- Chair, facilitate, and provide backbone support to the committees and working groups that respond to immediate needs of those experiencing homelessness
- Monitor and refine the content and implementation of the extreme weather response to increase safety and prevent illness and injury
- Partner and identify with outreach groups such as Winnipeg Outreach Network (WON), 211, Main Street Project etc. amongst others to provide backbone support for convening and coordinating outreach services
- Coordinate partners to deescalate and take a proactive approach to managing crisis housing situations (i.e. evictions, shut downs)
- Co-Chair, and support as required the Gizhe Waa Ti-Si Win Service Delivery Expo
- Report on pillar progress to the Management Team and stakeholder partners
- Actively engage and encourage collaboration and partnership with multiple stakeholders across various working groups, committees, and councils
- Ensure that resource lists and guides oriented to those experiencing homelessness are relevant and up to date
- Participate in Naatamooskakowin team leadership meetings
- Support cultural proficiency through an Indigenous lens for all agencies providing services to Indigenous homeless people and support the development of culturally appropriate services
- Educate the public on issues related to homelessness to reduce stigma and dispel myths
- Encourage alignment and coordination of response across government departments and between levels of government, to contribute to a comprehensive system of care for the homeless
- Establish mechanisms to coordinate services for Indigenous homeless peoples between Winnipeg and remote and rural communities and reserves
You are passionate about ending homelessness and have an in-depth understanding of homelessness and housing, as well as the needs of particularly vulnerable and over-represented populations and the issues affecting many homeless and low-income people. You also possess the following qualifications or an equivalent combination of education and related experience:
- As EHW is committed to reconciliation and the inclusion of an Indigenous world view, experience with the practice of Indigenous culture, history, knowledge systems, and Indigenous community relationship building practices and protocols is required
- University Degree or diploma, preferably in the social sciences, human ecology, urban planning or related disciplines with coursework or independent study in statistics, program planning and evaluation, and/or research methods. Master’s degree an asset
- Minimum 3 years of related management experience
- Experience working in the non-profit sector and with Indigenous organizations
- Experience co-creating, implementing and evaluating strategies and plans
- Experience consulting, engaging, and communicating with multiple sectors, including hosting and facilitation of small and large group discussions
- Experience establishing and maintaining successful collaborative relationships with internal and external stakeholders including the Indigenous community, community agencies, funders and government
- Knowledge of community issues related to homelessness and knowledge of colonization and the historical factors that continue to impact Indigenous people with regard to homelessness, poverty, etc.
- Ability to work in a Windows environment including intermediate to advanced skills using Microsoft Office programs (Word, Excel, Outlook, PowerPoint)
- Valid MB driver’s license and access to a vehicle for transportation
Salary range: $66,963 to $77,265 depending on qualifications and experience.
This full-time permanent position is unionized under MGEU Local 439.
