**Position Summary**
The Manager, Contract Management acts as the primary point of contact with respect to all matters arising under the Health Insurance BC (HIBC) Master Service Agreement (MSA) and Consortium Partner subcontracts as well as any contracts between PBCS and vendors. Working within a complex stakeholder landscape, the incumbent will be responsible for providing assistance and guidance to help resolve issues that may arise between the parties. The incumbent will engage with the Vendor Management Team at Pacific Blue Cross (PBC, our parent company) to create and align procurement and vendor management policies and processes for PBC Solutions.

**Primary Duties**
- Pursuant to the HIBC MSA, fulfil the duties as set out below:

- PBC Solutions primary point of contact with respect to all matters arising under the MSA & Consortium Partner subcontracts
- Province’s primary point of contact with respect to all matters arising under the MSA
- Partner and Vendor primary point of contact with respect to contracts
- Participate with the Province at a planning and management level
- Provide assistance and guidance to help resolve issues that may arise between the parties
- Facilitate and execute contractual changes pursuant to relevant policies & procedures
- Create, prepare, review and edit all third-party contracts for HIBC
- Work with client and internal partners to determine and align to best options for contracts and agreements to be transferred or procured
- Responsible for successful transition of all third-party contracts, agreements and arrangements for PBC Solutions where required by a project or services assumed from external parties
- Support and provide guidance to project managers, sub-project leads and partners' procurement teams to ensure successful transition of all required contracts where required by a project or services assumed from external parties
- Track and inform project or leadership teams of contractual deliverables, ensuring understanding of obligations to be delivered
- Assist project and leadership teams with identification and preparation of contract deliverables in order to ensure consistent and accurate approach and timelines of delivery
- Facilitate the review and approval requirements to obtain sign off from various stakeholders as required
- Maintain all contract related documents & correspondence
- Maintain and keep up to date all extensions, renewals, close-outs etc.
- Participate in discussions across the various working streams as needed
- Responsible for vendor management:

- Engage with PBC Vendor Management office and other partners' procurement teams to create and align procurement and vendor management policies and processes for PBC Solutions
- Work with Privacy and Security leads to ensure vendor contracts are in compliance with the PBC Solutions MSA with regard to security and privacy requirements, as needed.

**Required Experience**
- 5+ years of related experience in handling contract drafting and closure, administration and management of contracts, or other relevant experience.
- 3+ years of experience in vendor management and procurement.

**Required Qualifications**
- Bachelor’s degree in business or legal related field.

- Strong working knowledge of contract management, negotiating and vendor management principles and practices
- Excellent documentation practices and attention to detail
- Demonstrated leadership, coaching skills, and capability to develop direct reports
- Must possess excellent oral, written, and interpersonal communication with strong writing and editorial abilities.
- Proven relationship building skills, with primary focus on financial and risk management
- Adaptability to changing priorities and evolving circumstances
- Demonstrated analytical and logical thinking, sound judgement skills with the ability to engage necessary resources to solve complex problems
- Ability to effectively plan, prioritize and follow through in a timely manner and with anticipation of potential roadblocks
- Ability to persuade, influence and gain consensus across a diverse group of stakeholders
- Able to effectively manage conflict and disputes
