The Avalon Sexual Assault Centre is seeking an experienced Program Manager to lead in the development, implementation, and evaluation of a Community Network Model for Sexual Violence
Trauma Therapy (CNM SVTT) across Nova Scotia. **_Please note that this position is designated for African _**
**_Nova Scotian, Indigenous, and Racialized applicants._**
Reporting to the Executive Director, the Program Manager will be responsible for overseeing all levels of the CNM to ensure the successful achievement of program goals. The Program Manager will be responsible for direct supervision of the program leadership team as well as human resources management for all program staff. As the main point of contact with the Nova Scotia Health Authority
(NSHA) Program Sponsor, the Program Manager will lead in establishing a strong governance and accountability structure and will work collaboratively with the leadership team and community partners to ensure the activities of the program are aligned with the CNM’s objectives, vision, and strategy.

**Primary Responsibilities**
Program Planning and Management
- Act as primary contact for the NSHA Program Sponsor to ensure program activities are aligned with the funder’s mission, objectives, and goals
- Lead in the development, negotiation, and implementation of partnership agreements with participating community-based organizations with support from Executive Director and
Community Coordinator
- Lead in the development, implementation and evaluation of program policies, procedures, standards, and guidelines to ensure the sound ethical functioning of services in line with relevant legislation and regulations across all program sites
- Prepare and manage program budget, allocate resources, and complete financial reporting requirements with support from Executive Director and accounting consultant
- Complete reports and reviews on trends, service delivery and program statistics, special projects, resource requirements, counselling team needs, and ongoing priority recommendations
- Strengthen and maintain relationships with key stakeholders to increase program visibility, ensure effective referral and navigation pathways, and nurture interagency partnerships built on communication, collaboration, and mutual trust
- Consider key strategies to foster safe practices and reduce access barriers to clients while balancing with critical team needs and resources
- Other duties as required
Human Resources Management
- Provide direct supervision to the leadership team (Counselling Coordinator, Community
Coordinator and Clinical Supervisor) and other program staff as required
- Oversee implementation of human resources policies and procedures in alignment with Avalon’s
Collective Agreement with SEIU Local 2, including matters related to work performance and progressive discipline
- Support Executive Director in developing and implementing retention and sustainability plan and oversee issues related to professional development, vicarious trauma impacts, and burnout prevention and treatment
- Represent the Employer in meetings with SEIU Local 2 representatives, shop stewards, and bargaining unit members, alongside other members of the Avalon management team
- Help establish a positive, healthy, and safe work environment in accordance with relevant legislation and regulations
- Other duties as required
Risk Management
- Support Executive Director in the development and implementation of CNM risk management strategy to ensure ongoing monitoring, mitigation, and management of real or potential risks to service delivery and program sustainability
- Keep Executive Director and NSHA Program lead abreast of all program-related concerns and needs, along with leadership team, program stuff, and community partners as needed
- Other duties as required
**Qualification Requirements**
- Diploma(s) in business administration and/or community development and/or health and human services OR an undergraduate degree in health, health promotion or human services
- related field OR a combination of education, training and/or experience. Postgraduate education will be considered an asset.
