**Job Summary**:
Reporting to the Director of Family Health, the Manager Healthy Babies Healthy Children (HBHC) Program is responsible for providing technical expertise and administrative collaboration necessary to ensure the effective and efficient planning, implementation and evaluation of the HBHC Protocol within the Ontario Public Health Standards and in accordance with the needs of the community
**Education**:
- Post-secondary degree in Nursing (B.Sc.N.).
- Masters degree in any of the Health Sciences, Education or Administration.
**Knowledge**:
- 3 years experience in public health nursing and community health promotion with additional experience in the management/supervisory role.
- Depth of knowledge re: Healthy Babies Healthy Children protocol, early child development, reflective supervision, etc
- 5 years experience in public health nursing and community health promotion with additional experience in the management/supervisory role is preferred.
- Current certificate of Competence for a Registered Nurse with the College of Nurses of Ontario.
**Responsibilities**:
**_ Researches, develops, implements, evaluates, and maintains the Healthy Babies Healthy Children and Infant and Child Development Programs in the Niagara region_**:
- Determines program direction, goals and objectives and program standards, establishing priorities for implementation, and monitoring and evaluating program outcomes.
- Ensures appropriate resources are provided.
- Collaborates with internal and external partners to co-ordinate prevention, early intervention and treatment services for children.
- Develops protocols with providers and agencies for screening and referral of children and families to appropriate services, monitoring and supporting appropriate use of protocols.
- Links families and children to appropriate community supports, ensuring service coordinators for children with risk receiving services are identified and provided.
- Quarterly and annual monitoring and continuous quality improvement reports prepared and distributed
- Participates in various departmental, regional, community and provincial committees to provide a coordinated and seamless Public Health Department.
- Identifies opportunities for program enhancements, developing and implementing program projects and initiatives.
- Initiates research opportunities related to Healthy Babies Healthy Children/Infant and Child Development programming and/or related issues by assessing community needs and preparing relevant grant proposals for funding such opportunities.
- Researches, develops, and presents information on programs and/or health issues to various departmental, regional, community and provincial committees as required.
- Engage in program level continuous quality improvement efforts.
- Participate in provincial research and evaluation activities as required by the Ministry
