Job Description Summary

As a senior manager, the incumbent is responsible for providing non-academic leadership and directing all administrative activities for the Institute for resources, Environment and Sustainability (IRES). Works closely with the Director to provide comprehensive leadership, strategic planning, operational direction in all administrative matters, and develops and designs effective administrative processes for human resources, administration, facilities management, space planning and the graduate program.

The incumbent will provide leadership and direction in establishing and implementing effective policies and procedures to improve long term and day to day value, quality and effectiveness of operational activities and services.

The incumbent anticipates, develops and designs innovative administrative practices to accommodate current needs and meet future growth of the department.

The position advises, counsels and provides authoritative information to the Director, staff and students on human resources, grant and finance administration and administrative issues, and ensuring compliance with University policies and practices.

The role of the position is critical to achieving the department goals. The incumbent is expected to be versatile, innovative, creative and positive in their approach to planning and management.

Organizational Status

Works independently, reporting to the Director with a dotted line to Assistant Dean, HR Faculty of Science. The position directly manages the 5 support staff (M&P and CUPE 2950) and provides administrative support and management for the department and research funded M&P and technical and research employees. IRES runs a graduate program of ~ 80 students (MA ,MSc, PhD), has 15 faculty members most of whom have cross-appointments in different units in Science and other faculties, 35+ faculty associates, as well as 6 - 8 post-doctoral fellows, 6 - 8 non-union tech research assistants and 30 - 40 graduate student appointees. The position is responsible for working with multiple faculties on all areas of academic and non-academic administration for the delivery of the graduate program.

The incumbent will work closely with the Faculty of Science Deans administration, as well as other administrators to exchange information and knowledge on best practices and opportunities for efficiencies. They will work with other units and departments across UBC as well as external agencies, contractors and vendors.

Work Performed

Budget Planning, Financial management and Research Administration

Manages the departmental budget for all department operations by planning, implementing and preparing budget submissions, forecasts and summaries.

Develops recommendations for overall budgeting and planning in conjunction with the Director and Faculty of Science Deans office finance team. Assesses alternatives and consequences, impact of surpluses/deficits and reviews variances. Ensures cost effectiveness of expenditures, accurate budget increases and fund transfers.

Works with the Director to develop strategic plans for revenue providing projects and expenditure plans for GPOF and other non-research accounts.

Directs the management of research grants. Provides authoritative guidance and information to faculty on grant administration.

HR Responsibilities

Creates and implements comprehensive departmental policies and directs all HR management practices within the department. Provides advice, interpretation and guidance to faculty and staff on all employment matters; provides advice, counsel, disciplinary and succession planning to both faculty and employees.
