Quality Assurance Manager

**Job Summary**:
Accountable for implementation and maintenance of the QMS, and for supervising the QA team. Ensures the on-going adequacy and effectiveness of the QMS to meet customer, industry and regulatory requirements.
Report to: Senior Manager, Quality and Materials Engineering
Subordinate staff: Quality Assurance Technician, NDE Inspectors
**ESSENTIAL DUTIES AND RESPONSIBILITIES** include the following:
1. Participates as required in management committees.
2. Advises on anticipated or required changes to the quality management system.
3. Advises on improvements to plant processes and personnel required to meet changes to the quality management system.
4. Accountable for the supervision of QA Technician(s), NDE Inspectors and the timely and accurate preparation of QA documentation.
5. Prepares the Management Review Report and chairs the Management Review Meetings. Performs follow-ups as appropriate.
6. Ensures product masters are updated as required reflecting current quality requirements.
7. Prepares M&I plans as required by contract.
8. Ensures PO’s are checked and flagged for subcontracts related to customer orders.
9. Ensures procedures and weld maps are submitted to customers for approval when required by contract.
10. Maintains the calibration systems and records (internal and external).
11. Maintains the product NCR system and ensures follow-up actions are completed.
12. Initiates and documents Corrective and Preventive Actions / Meetings and ensures follow up actions are completed.
13. Coordinates all actions related to customer product returns including writing of repair instructions related to NDE and reporting requirements. Leads route cause analysis investigations.
14. Responsible for the internal auditing program, performing internal audits, auditor training and preparing annual audit reports. Ensures follow up actions are completed. Completes supplier audits.
15. Determines training requirements and maintains training files for staff and production.
16. Maintains document control of Customer and Industry specifications.
17. Writes and revises operation procedures and forms and distributes as appropriate.
18. Controls revision and distribution of the QA Manual and SOP’s.
19. Schedules and participates in ISO 9001, PED and ABS surveillance audits and ensures follow up actions are completed.
20. Participates in customer audits; ensures follow up actions are completed.
21. Maintains quality records for the required periods of time.
22. Covers for the Quality Technician(s) during vacation and other absences.
23. Review of customer and industry welding standards, and provide an assessment of the manufacturer’s capability to meet the prescribed requirements.
24. Assist in the coordination of welding procedures, welder qualifications, and prolongation testing.
25. Responsible for the documentation and revisions to welding procedures, procedure qualifications, and welder qualification documents.
26. Works with the Cleaning Room Supervisor and Welders to ensure that production welding is up to Customer Requirements.
27. Supports the team in review of technical documentation and providing input regarding internal and external capabilities, with a strong focus on NDE.
28. Works with the maintenance department, Cleaning Room Supervisor, and outside contractors in the maintenance, improvement and calibration of heat treatment furnaces.
29. Performs other related duties as required or directed.
**QUALITY SYSTEM**:
1. Facilitates all departments in assessing, implementing improvements to our products, processes, and corporate activities.
2. Represents Highland regarding communication with ISO and third-party auditors.
3. Ensures that the requirements specified in ISO 9001 and Highland Foundry Corporate Quality Manual are implemented and maintained.
4. Initiates periodic reviews with the Management Team to assess the effectiveness of our quality management system, and maintain records thereof.
**QUALIFICATIONS**:
1. Knowledge of the ISO9001 quality system, or a strong aptitude to learn quickly.
2. Degree in Metallurgy, Materials Engineering, or equivalent, is an asset.
3. Quality Management training from a recognized institution (i.e., BCIT), or equivalent experience or aptitude to train promptly.
4. Understanding of Quality in manufacturing environments, Lean manufacturing six sigma, manufacturing processes, and Foundry is a plus.
5. Knowledge of NDE techniques is an asset
6. Background and understanding in Industry standards such as ASME, ASTM, NORSOK, API and others is a plus.
7. Highly motivated, with a demonstrated passion for excellence and taking initiative.
8. Strong work ethic, willing to do what it takes to get the job done right the first time.
9. Passion for safety, with the ability to help us ensure that nobody gets hurt.
10. Strong interpersonal, written, and verbal communication skills.
