**Position Summary**:
Reporting to the Associate Director, Air Carrier Service Development, the Manager of Airline Program Development will lead air carriers, including hub air carriers, and the GTAA to identify, plan, develop and implement strategic programs to facilitate passenger growth at Toronto Pearson. This position will also have a strong focus on leading airline engagements, overseeing various consultative committees, implementing airline operating/commercial agreements, and overseeing the execution of an enterprise-wide Customer Relationship Management culture/tool. Additionally, this role works across the organization, creating better alignment and focus for the GTAA in managing airline relationships.

**Key Accountabilities**:

- Develop and implement strategies to support hub carrier growth and activities that are aligned with GTAA corporate strategies.
- Develop profitable GTAA programs, services, and initiatives to enable air carriers to grow their business at Toronto Pearson.
- Develop and manage air carrier products and services to enable air carriers to process passengers, services, and meet regulatory requirements.
- Manage airline business review processes, gather, and develop airline requirements to support our airport development programs with a focus on enhancing the passenger experience
- Identify systemic airline related issues with a focus on reducing passenger frustrations and the potential for operational impact
- Lead all coordinated development discussions with hub carriers to ensure alignment of strategies, available resources and identify mutual benefits.
- Oversee and manage airline engagement through IATA and ICAO processes such as the Airline Consultative Committee and its sub-committees: Technical sub-committee and the Commercial Affairs Sub-committee, while creating effective resolution of airline committee issues through operating units and working groups
- Coordinate, motivate and lead a matrix-based team of colleagues, project managers and contracted resources in joint discussions providing a united voice to the airline community.
- Develop, implement, and oversee the enterprise-wide integration of a Customer Relationship management (CRM) tool.
- Develop and evaluate operating and/or commercial agreements with airlines to support operational needs and the administration of Toronto Pearson’s core services including, but not limited to, surrey and passenger wheelchair service, baggage transfer, priority lanes, etc. while ensuring mutual benefit.
- Evaluate and administer of all above-the-wing licenses, including ground handling and Passenger with Reduced Mobility (PRM) Services
- Commit to and deliver on the people manager promise to support and further the business’ vision through building and development of diverse, multi-skilled teams

**Qualifications**:

- Post-secondary diploma with a business focus and relevant work experience
- Minimum 5 years’ experience in airport or airline operations
- Minimum 5 years’ experience in people management
- Minimum 5 years’ experience in contract management
- Obtain and retain a Transportation Security Clearance

**Knowledge, Skills and Abilities**:

- Proven relationship management skills and strong leadership capabilities.
- Proven experience in program development and management
- Demonstrated ability to influence, collaborate and negotiate cross functionally in a unionized environment
- Demonstrated interpersonal and problem-solving skills
- Excellent communication skills to effectively reach a broad audience of internal and external customers, and other key partners
- Lead and participate in teams to establish and maintain effective and cooperative working relationships with others
- Solid business insights and business improvement attitude to solution immediate issues and to identify trends, provide recommendations, plans and implement corrective actions
- Ability to successful manage under pressure and respond to critical and or changing priorities.
- Requires ability to learn and adapt quickly about business, goals and strategies.
- Excellent proficiency with MS Office suite (Word, Excel, Outlook, and PowerPoint)
