**What YOU Will Do**
The Bid Coordinator acts in support of the Bid Manager, who is the person in charge of the project during the call for tenders (RFP) period. They see to the production of an optimized and competitive technical proposal (the deliverable), in accordance with the client’s requirements. They coordinate the internal resources (design, proposal drafting, estimation and construction, legal affairs) and external resources (professional firms, term asset retention manager, JV partners if applicable, etc.) for the proposal’s production. They handle everything having to do with the project’s management (contractual agreements, compliance, scope, quality, proposal schedule, risks, communication with stakeholders).
- Develop the Bid Plan by defining the proposal’s organizational structure and ensure that appropriate communication channels are in place between the internal teams, the partners (if any) and external firms involved;
- Coordinate the efforts of the internal proposal team members (Design Manager, Construction Director, Proposal Writing Specialist) as the proposal’s leader;
- Ensure that all human resources required for the proposal’s development are mobilized;
- Help implement the bid strategy with the Project Director or the Vice President - Construction (strategies for optimizing the technical proposal, procurement, subcontractor involvement, etc.);
- Ensure that a Project Plan for the execution is prepared and that all estimated costs are included in the price submitted with the proposal;
- Ensure the implementation of a document management system with appropriate procedures for document control;
- Coordinate with the Construction Director and the estimation team to assess the construction costs (CAPEX) and coordinate with the O&M partner to assist them with life-cycle costs (OPEX), as part of a P3;
- Identify factors that impact costs with the professional firms and the O&M team to optimize the net present worth (NPW) for a competitive business proposal;
- Develop a project schedule that includes input from all stakeholders, linked to a work breakdown structure (WBS) that includes design packages and activities to be completed (design, procurement, permits, construction and commissioning, etc.);
- Oversee, with the collaboration of the legal advisors, the preparation of requests for information and discussions about the various agreements required for the project (design-build agreement, interface agreement, service agreement, etc.);
- Ensure that a risk analysis is conducted and integrated into the project strategy;
- Set and monitor a proposal schedule according to the agreed-upon milestones;
- Lead periodic meetings with the internal and external proposal teams to follow up on the production of deliverables;
- Work with management, the Design Manager, the partners and professional teams to develop key messages and winning themes to be conveyed in the proposal’s texts;
- Help draft technical texts and participate in technical and commercial reviews (Red Team, Gold Team, etc.);
- Set a budget for the proposal, have it approved and track it, making adjustments as necessary;
- Collaborate with the Construction Director and their team to ensure the hand-over of the file; Collaborate with the relevant departments on the commercial and financial close.
**What YOU Will Bring**
- You hold a Bachelor’s degreein architecture or engineering;
- You have at least 5 to 8 years of relevant experience;
- You have participated in design-build proposal processes;
- PMP certification an asset;
- Bilingual (French and English), both spoken and written, an asset;
- You have strong management skills.
