The Director of Human Resources, reporting to the Executive Director and part of the Senior Leadership team (SLT), oversees the HR and Scheduling teams at Tabor Village. They ensure HR policies, procedures, and programs are consistently applied in line with organizational goals, standards, and legal requirements. The role involves advocating for fair employee interactions, managing all HR initiatives—including recruitment, compensation, benefits, training, and labor relations—and overseeing HR staff, operations, planning, and budgeting.

The DOHR is a Tabor **Culture** champion and leads the organization by **Engaging** with our staff and other Tabor stakeholders, creating positive **Experiences** for them and **empowering** them to deliver on the mission and vision of Tabor.

**Duties and Responsibilities**
- **HR Leadership**:

- Collaborate with the board and Executive Director to develop operational HR plans supporting Tabor Village’s goal of being an employer of choice.
- Guide management on HR policies, procedures, and their implementation.
- Stay informed on legal requirements, develop compliant HR policies, and adopt best practices.
- Uphold Tabor Village’s mission, values, and ethical standards while performing all aspects of the job.
- Provide direct oversight to the HR team - Benefits, recruitment and scheduling
- Implement the Attendance Promotion Program including evaluating sick leave and overtime trends and working with the Senior Leadership Team to reduce overages.
- Provide guidance on GRTW coordination, disability, WCB, and claims management.
- Ensure an annual performance review plan for all staff at Tabor is effectively implemented.
- Lead and participate in organizational events
- **Labor / Employee Relations and Risk Management**
- Advise on collective agreements and statutory requirements.
- Ensure legal compliance, collaborating with lawyers and industry partners on complex labor matters.
- Proactively manage HR risks, reporting and escalating issues as needed.
- Provide conflict management support to Tabor employees and ensure effective employee relations.
- Support the SLT and other managers in handling performance management conversations and ensuring that related policies and processes are followed.
- Represent Tabor in labor/management negotiations and serve as the primary representative and liaison with the Union.
- In collaboration with the ED, negotiate the settlement of escalated employee grievance issues.
- Oversee the development and implementation of the Essential Services Plan.
- **Staffing and Recruitment**
- Collaborate with leadership and operational management to maximize staffing for operational needs.
- In collaboration with the Executive Director and the recruitment coordinator, develop an annual staffing strategy with measurable outcomes.
- **Training, Development and Orientation**
- Assure appropriate training and development programs are in place to support operational objectives and strategies.
- In conjunction with the leaders of each department, develop and implement an orientation outline for all positions.
- **Compensation and Benefits Administration**
- Participate in compensation packages review based on market information and the company’s compensation benchmarks.
- Prepare research, analysis, and research for total pay and benefits.
- **Health, Safety, and Wellness Program Oversight**
- Lead the development and implementation of initiatives that foster a healthy and safe work environment.
- Ensure compliance with all WorkSafe regulations and guidelines.
- Identify, address and monitor factors impacting organizational health, including employee morale, effectiveness, retention, absenteeism, and productivity.

**Qualifications**
- Education, Training and Experience_
- Baccalaureate degree in Human Resources Management or related field.
- CPHR or other HR designations.
- 5 to 7 years of Human Resources experience with at least 5 years in a leadership role in a unionized environment.
- Experience working for a non-profit organization is preferred.

- Demonstrated ability to meet strategic HR and organizational objectives.
- Demonstrated ability to meet deadlines and deliver on projects
- Ability to interpret and implement relevant HR legislation and Union collective agreements with a high level of critical and logical thinking.
- Excellent time management and proven project management skills.

- Effective oral, written and verbal communication skills with individuals at all levels of the organization.
- Excellent computer skills (Word, Excel, HRIS).
