**SUMMARY OF POSITION**:
This position reports directly to the Managing Director, Halton Indoor Climate Systems (HICS). The Human Resources Manager plans, organizes, directs, develops and implements policies, programs and procedures regarding human resources planning, recruitment, collective bargaining, training and development, occupational classification and pay and benefit administration. The role actively takes part in various joint committees and maintains relations between management and employees. The role forms a strategic link between business strategy and personnel processes and regulatory requirements.
**DUTIES AND RESPONSIBILITIES**:
**HR / OD Focus**:
- Administer compensation, benefits and performance management systems, safety, and wellbeing programs
- Assist Finance with full cycle payroll
- Provide current and prospective employees with information about policies, job duties, working conditions, wages, and opportunities for promotion and employee benefits
- Plan and conduct new employee orientation to foster positive attitude toward organizational objectives
- Serve as a link between management and employees by handling questions, interpreting, and administering contracts and helping resolve work-related problems
- Maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates
- Analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization's personnel policies and practices
- Assist with the identification of training needs, the selection, development, and delivery of appropriate programs
- Provide coaching and resources to employees and managers with respect to career development, compensation, staffing initiatives, performance management and employee relations
- Assist in the development and implementation of programs that will drive increased employee satisfaction and commitment levels
- Assist in compiling relative HR metrics, analyzing, reporting and identifying trends with recommendations provided
- Deliver full recruitment services including front end needs analysis, job postings, sourcing, interviewing, and employee offers
**Labour Relations Focus**:
- Coordinate, implement and evaluate labour relations objectives and strategies
- Investigate and analyze grievances and complaints; prepare reports, recommendations, and responses
- Identify source of grievances, conflicts and complaints; recognize when alternate dispute resolution techniques are needed and assist in representing the employer at mediation
- Research, analyze and provide guidance/recommendations on labour relations matters; prepare correspondence and documents related to employment, discipline, terminations, etc.
- Assist in developing the Employer’s case before union /management meetings and hearings
- Provide information and interpretation/advice on Human Resources (HR) policies, programs, and practices as they relate to labour relations issues
- Lead or support negotiations to obtain collective agreements (CA); research, prepare and evaluate demands/proposals; analyze, recommend and determine settlements options and bargaining strategies; draft CA language; oversee implementation of CAs
**WORKING ENVIRONMENT**:
Work is accomplished in an office setting, and on the manufacturing floor. Position will interact with associates at all levels
**KNOWLEDGE & SKILLS**:
- Sound knowledge of Employment Law and Employment Standards Act, as well as other regulatory employment laws
- Proficient in Contracts and Clauses relating to Negotiations and Arbitration Cases
- Knowledge of Human Resources and Labour Relations practices, the various collective agreements, grievance procedures, related legislation such as the Labour Relations Act, Human Rights Code, as well as the collective bargaining, negotiation, conciliation, and mediation processes is required.
- Effective communication skills with individuals at all levels of the organization
- Able to provide leadership and support for supervisors to enable them to properly manage their employees in order to drive results and achieve top performance
- Able to build and maintain lasting relationships with corporate departments, and other internal and external stakeholders
- Excellent time and project management skills
- Strong problem identification and problem resolution skills
- High level of critical and logical thinking, analysis, and/or reasoning to identify underlying principles, reasons, or facts
**EDUCATION & EXPERIENCE REQUIRED**:
- Bachelor degree in Human Resource Management or related field required
- Experience in negotiating and enforcing Collective Agreement contracts and Resolving arbitration cases - required
- Certified Human Resources Professional Designation Asset
