**Note**: This position is located at 33 King St W in Oshawa; however, alternate work arrangements may be available.

**About the job**: As an Investigator, you will:

- plan, lead and conduct inspections and investigations including search and seizure actions involving non-compliance relating to any of the acts administered by the Ministry of Education
- conduct thorough investigations by obtaining evidence; ensuring proper collection, custody, control and identification; locating and interviewing informants, third party witnesses, suspected violators and/or other representatives
- conduct forensic examination and analysis of financial evidence, including filing, books and records, to determine whether further investigation or prosecution is warranted
- participate in the prosecution of violators by serving summons or subpoenas, ensuring sufficient evidence has been gathered, and appearing as a Crown witness
- conduct ongoing research of recent and relevant case law, investigative technology, and techniques to preserve and analyze electronic evidence

**Note**: In this position you will work primarily in the field at investigation sites covering a large geographical area and will be frequently required to work outside of standard business hours.

**What you bring to the team**:
**Mandatory requirements**: You must possess the following:

- Oral and written French language skills at the advanced level. Your proficiency level will be confirmed before hire.

**Investigative knowledge**: You can demonstrate knowledge of:

- legal methods, techniques and procedures
- investigative techniques, judicial process, rules of evidence and court and tribunal procedures as well as related legislation (e.g. Child Care and Early Years Act, Education Act, Provincial Offences Act, Ontario and Canada Evidence Act, Charter of Rights, Criminal Code of Canada)
- the management, evaluation and analysis of intelligence data and the processes required to ensure the completeness and integrity of data
- the ability to identify and seize records for forensic analysis and evidence gathering

**Analytical and planning skills**: You can demonstrate the ability to:

- examine and analyze evidence by researching organization policies, record and accounting systems, and ministry records to obtain proof of false declarations and/or fraud
- conduct investigative examinations and determine the accuracy of misrepresentation
- analyze student work, records, and teacher assessments to determine compliance with the Education Act
- assess alleged contraventions and determine if violations occurred
- gather, evaluate, and interpret both qualitative and quantitative data from various sources
- conduct research on case law, investigative technologies, and data preservation

**Communication and interpersonal skills**: You can demonstrate:

- oral communication skills for interviewing, briefing legal counsel, and testifying in court
- interpersonal skills to interview licensees, program staff, foster parents and children to obtain necessary information
- the ability to work cooperatively with other investigators, corporate representatives, legal counsel and/or police to share and discuss information
- written communication skills for drafting legal documents, offender profiles, and court briefs

**Intelligence and data management**: You can demonstrate the ability to:

- manage, evaluate, and analyze intelligence data to identify investigative priorities
- collect, collate, and disseminate intelligence from various sources including open source, staff, enforcement agencies, and informants
- maintain data files and analyze enforcement trends and statistics
