Functions as Certified Operator for the Region in accordance with all requirements defined in O Regulation 128/04, and as Operator in Charge (OIC) for water distribution systems in Wellesley and North Dumfries; trains and assigns, coordinates, delegates, and oversees the work of System Maintenance Operator (Water) staff in the operation and maintenance of water treatment, water distribution, and systems equipment, including emergency response for operational and maintenance failures; and assigns, coordinates, oversees, and performs work to operate, repair, modify, retrofit, and install valves, hydrants, and auto-flushers. Is on rotational stand-by on-call in addition to regular work schedule.

Knowledge, Skills & Abilities Required:

- Comprehensive working knowledge of the repair, maintenance, and operation of water treatment plants (surface and groundwater) and water distribution systems, including ability to read and understand technical drawings, blueprints, and operation maintenance and repair manuals; use or oversee the use of precision measuring tools; dismantle, measure, and repair machine parts; and use power tools, normally acquired through a 2-year community college diploma in Mechanical or Environmental Engineering plus 3 years of job-related experience, or equivalent combination of education and experience.
- Must possess current MOE Class I Water Treatment Certificate and Class I Water Supply and Distribution Certificate with eligibility to attain both Level III certifications within 3 years. Must possess or be able to attain Transportation of Dangerous Goods Certificate and Backflow Prevention Certificate in a reasonable timeframe. Must keep all required certification current.
- Leadership and human relations skills in order to plan, organize, direct, and coordinate activities of assigned crew, normally acquired through two years of related experience; and to participate as an effective team member. Ability to support and project values compatible with the organization.
- Working knowledge of emergency first aid, anhydrous ammonia, gas chlorination, confined spaces, Workplace Hazardous Material Information System (WHMIS), Ontario Hydro Safety Code and related safety procedures, Safe Drinking Water Act, and Ontario Drinking Water Protection Regulation 165/04 and 128/04. Familiarity with the Occupational Health and Safety Act.
- Analytical, problem solving, and decision making skills in order to assist in resolving complex operational and mechanical problems, organize priorities, and coordinate the work of self and others. Ability to monitor and assess work performed by System Maintenance Operators.
- Computer skills with ability to use the CMMS. Skill in the use of laboratory equipment for water quality analysis (e.g., chlorine, turbidimeters).
- Valid Class G drivers licence and acceptable driving record are required to operate Regional vehicles. Must possess or be able to attain fork lift certification within a reasonable timeframe.
- Ability to read and interpret blueprints and other technical drawings/information.
- Ability to prepare and complete computerized work orders, timesheets, repair summaries, and inspection documentation.
- Ability to provide instructions and technical information to System Maintenance Operators, discuss requirements with dealers or parts suppliers, and obtain information from a variety of sources to perform diagnoses. Ability to provide comments during operations review meetings as well as on technical drawing and piping and instrumentation diagrams.
