**Main Purpose and Function**
Reporting to the Transportation Engagement Lead, the Planning Analyst is responsible for the coordination of project and policy research, and development of public engagement processes supporting the delivery of transportation and public realm projects.
The Planning Analyst is also responsible for preparing a variety of graphics (charts, tables, maps, etc.) for inclusion in reports, presentations, and public engagement materials. In addition, the Planning Analyst liaises with internal and external stakeholders, and engages with the public. The role may also prepare materials under the direction of a Transportation Planner and Senior Transportation Engineer. The Planning Analyst may supervise junior staff.
**Specific Duties and Responsibilities**
- Assists in the planning and implementation of transportation engagement projects.
- Researches, analyses, maps and conducts technical studies of medium complexity, using data from various sources, including field observations.
- Leads the development of informational and analytical graphic materials for meetings, reports and presentations.
- Plans, implements, monitors and evaluates projects/programs of medium complexity.
- Contributes to projects through coordination with other City departments and external agencies.
- Conducts policy analysis and report writing.
- Develops and implements engagement strategies tailored to specific transportation projects.
- Identifies applicable stakeholders to be included in engagement processes and multiple ways for them to participate and provide input.
- Develops innovative exercises to encourage stakeholder groups and the public to engage in consultation processes.
- Coordinates engagement processes, facilitates stakeholder meetings, including event logistics.
- Develops surveys, completes data analysis, and compiles reports.
- Represents the City during public consultation processes, including facilitation of workshops. May answer technical, written or oral inquiries from the public.
- Performs general administrative duties including data entry, meeting minutes, taking and organizing photos, and undertaking other duties as required.
- May supervise one or more staff members.
- Other duties/responsibilities as assigned
**Qualifications**
Education and Experience:
- University graduation and some professional experience in a field related to transportation and/or urban planning; or university graduation, a post-graduate degree or other recognized diploma in urban planning, or an equivalent combination of education, training and experience.
- Experience initiating innovative methods to engage and promote programs is an asset.
- Experience in providing inclusive engagement processes and knowledge of International Association for Public Participation (IAP2) principles is an asset.
Knowledge, Skills and Abilities:
- Considerable knowledge in urban planning, land use, transportation, public space planning, and related City of Vancouver policies.
- Considerable knowledge of the current literature, trends, and developments on transportation, public space and related issues.
- Working knowledge of City of Vancouver Transportation policy, community planning process and land use policy.
- Working knowledge of AutoCAD and GIS software (MapInfo or ArcGIS), experience using Adobe Creative Suite and proficient in MS Office.
- Skill in establishing and maintaining good working relationships with internal and external stakeholder groups/partners.
- Ability to read and interpret rezoning and development policies and by-laws.
- Ability to facilitate meetings, and develop and conduct public engagement processes.
- Ability to collect, analyze and interpret data.
- Ability to present findings, conclusions and recommendations in graphic and written form.
- Ability to express ideas effectively orally and in writing.
- Ability to establish and maintain cooperative working relationships with the public, other employees and officials.
- Ability to direct and supervise the work of subordinates when required.
