Position Summary:
Reporting to the Chief Operating Officer & Deputy CEO, the Director, Emergency First Response Teams is responsible for setting the strategic direction for the unit to provide remote communities with programs supporting delivery of care. Programs include pre-hospital emergency response, community safety and relations, community paramedicine and transportation services.
This position will engage and collaborate with internal and external stakeholders to build partnerships and achieve results that enhance the quality of life for residents, visitors, and communities of the north.
**Responsibilities**:
**Strategy/Program/Policy Setting**:
- Collaborates with senior leadership and other stakeholders to understand short
- and long-term business goals and objectives.
- Lead conversations with all levels of leadership to provide education and understanding on all strategies; continuously works to implement and build on existing strategy.
- Creates and implements the Northern Emergency response team in multiple locations throughout Ontario, with initial focus on isolated Northern Ontario communities.
- Prepares presentations for Board of Directors and Committees; presents to executives and the Board, as well as other stakeholders, as required.
- Oversees the development and compliance of policies and procedures to reflect current legal standards and best practices.
- Continuously evaluates the effectiveness of program(s) to ensure they are aligned with business strategies and monitor market trends to make recommendations for changes, as appropriate.
- Partners and builds relationships with the various indigenous communities.
**Financial Direction and Oversight**:
- Completes financial planning and analysis; develops and monitors budget for overall Emergency Team function and programs within.
- Gathers information and assesses business plan to evaluates the financial impact of decisions; develops strategies to address/mitigate financial resource issues;
- Delivers cost reduction and efficiency programs.
**Operational Excellence through Continuous Improvement and Innovation**:
- Leads and grows the design, development and delivery of solutions that elevate team effectiveness and capabilities, and the evolution of a high-performance culture.
- Ensures data integrity and quality data collection to provide greater insights and timely analysis, leading to better data-driven decision making.
- Seeks to continuously improve operations:
- Drives process improvements through identification of opportunities to automate and leverage technologies.
- Reduces bottlenecks and improves/facilitates workflows, processes, and practices.
- Regularly reviews existing programs, processes, and practices to ensure continuous improvement, innovation, and alignment to fulfil the broader Ornge strategy.
- Adapt programs/resources/procedures to better-fit remote communities needs and assess implementation success.
- Review challenges in training consistency and delivery; standardize training and provide community enablement.
- Review resourcing challenges and seek to enable more volunteers/staff or staff additional posts to enable ability to respond to emergencies.
- Defines, measures, and communicates success metrics to stakeholders across the business.
- Creates compelling communications and other internal content to drive change management efforts.
- Oversees assets/resourcing for the program including:
- Fleet vehicles.
- Equipment required for providing aid on site.
- Seasonally required equipment (i.e. ice traction for individuals and vehicles).
**People Leadership**:
- Inspires, leads, coaches, and develops a team of top talent creating a culture that fosters engagement, passion, and enthusiasm for the organization’s vision, mission, and values.
- Oversees a team of managers and/or professionals and manages their performance.
- Draws on resources within and outside of the Division to facilitate horizontal work.
