**About the position**
Join an innovative group of professionals focused on improving the way the City moves. Contribute your program management, business transformation expertise and passion for environmental resilience and sustainability towards lowering green house gas (GHG) emissions produced by City of Toronto fleets.
This program plans, constructs, and operationalizes charging infrastructure to support zero emission vehicles. It also leads other sustainability initiatives related to City operations, including a comprehensive bicycle program. This program manager will act as a champion and thought leader as it relates to shifting the City’s fleets to zero emissions and drives the necessary processes, policies and change management initiatives to meet relevant TransformTO goals.
This is an exciting opportunity for a seasoned people leader with extensive experience implementing system-wide change initiatives, executing complex projects with multiple internal and external stakeholders and focused on working collaboratively across teams and facilitating meaningful stakeholder engagement.
**About the division**
With the largest municipal fleet in Canada and one of the most complex fleets in North America, the City of Toronto relies on the Fleet Services Division to provide responsive, efficient fleet management services to City divisions, agencies and corporations that maximize safety and environmental sustainability.
**What you'll do in this role**
- Manage the development and delivery of a strategic, comprehensive, centre led electric vehicle charging infrastructure program within Fleet Services and relevant City divisions, agencies, and corporations
- Develop and implement new sustainability and GHG mitigating programs
- Act as a thought leader and champion of the sustainability program within Fleet Services and relevant partner divisions
- Supervise and motivate a team of diverse professionals, ensuring effective teamwork, high standards of work quality, and continuous improvement
- Align activities between teams within Fleet Services, and other relevant zero-emission asset transition stakeholders
- Work with internal and external contracted services to deliver small, medium and large-scale capital infrastructure projects
- Oversee vendor invoicing and performance, as well as act as a program lead for large procurement processes
- Develop financial and data analytics models to inform senior management of progress and track spending
- Write communication materials including council reports, presentations, stakeholder consultation workshop guides, and reports
- Advise and make recommendations to the senior management team within Fleet Services and other relevant senior leaders within the City of Toronto
**What you'll need to succeed in this role**
- Post-secondary education pertinent to the job function
- Considerable senior level experience in the management of complex, multi-stakeholder programs which require delivery under demanding timeframes
- Considerable experience managing procurement and contract management processes, including developing call documents, overseeing vendor invoicing and performance and maintaining compliance with procurement and contract management policies
- Experience planning for, overseeing installation of and/or managing electric vehicle charging infrastructure is an asset
- Proven record as an effective people leader, with the ability to manage diverse professionals that deliver complex planning and capital infrastructure projects, and the demonstrated ability to foster a strong collaborative culture
- Experience leading meaningful stakeholder engagement processes, including the facilitation of key engagement methods like consensus building and strategic planning workshops.
- Excellent report writing, communication (oral and written), presentation, interpersonal skills and ability to provide timely and comprehensive advice to senior management to assist in evidence-based decision making
- Considerable experience, preparing reports, briefing notes, procurement documents, business cases, strategy and research papers
- Experience with financial management, budgeting and forecasting, including program/project financial planning and reporting
