**MANAGER OF HOUSING PROGRAMS**
Choices for Change Alcohol, Drug & Gambling Counselling Centre (CFC) and Resilience Huron Perth Mental Health (RHP), are in the process of an integration of the two organizations. Once integrated, the organization will provide community based mental health and addiction services to the communities of Huron Perth and area. Services include, but are not limited to, mental health and addiction case management, counselling, peer support, housing and court support/release from custody. We are currently in the process of recruitment for the leadership team to support the approximately 100 employees to continue to provide quality addiction and mental health services to the community.
**POSTION SUMMARY**
Reporting to the Director of Housing and Congregate Care, the Manager of Housing Programs, works to maintain the effectiveness of all Housing Program assets (owned and rented) including liaison with Case Managers to resolve client/tenant issues and Landlord and Tenant Board Tribunal action when necessary.The incumbent will manage all elements of the housing portfolio including Landlord Management, Rent Geared to Income and associated Rent Supplements, supportive housing and the CHO Program. The position manages all administrative aspects of the Supported Housing Program including program planning, development, implementation, evaluation and supervision of staff in an effort to assist individuals recovering from a serious mental illness and/or addiction to improve the quality of their lives through the provision and maintenance of safe, stable and affordable supported housing.
**QUALIFICATIONS**
**EDUCATION**:Post graduate degree or diploma in health sciences or social services. Registration in a Professional College.
**RELATED EXPERIENCE**: Two to three (2-3) years recent and relevant experience in a management capacity in an agency, responsible for the delivery of health or social service. Knowledge of serious mental illness and addiction, gained by experience working with this population would be an asset.
**KNOWLEDGE AND** **SKILLS**:Mental health services, health system, human resource management, mental health and relevant legislation, employment standards, political environment and personal contacts, financial management, computers.Understanding of Housing First Principles and other best practice in mental health and addiction housing required.
Other necessary skills include, building teams, decision-making and problem solving, good communication skills and analytical skills. In addition, the incumbent will demonstrate integrity and ethics, good coping skills, flexibility and commitment to the work.
**POSITION RESPONSIBILITIES**
- Manages administrative housing support services while maintaining the direct link to all private market Landlords for the Homelessness Initiative.
- Coordinate changes in rental units - move outs, move-ins, signing of leases, rent calculations
- Manage difficult client situations which may involve Tribunal action - issue rent arrears, damage, behaviour, and eviction
- Maintain housing waiting list and tenant/landlord files, and recommend clients for vacancies
- Arrange repairs to owned properties and damages caused by tenants in sublet properties
- Coordinate maintenance of owned properties - general contracting, snow removal, grass cutting, fire inspections, heating system inspections
- Management appointed member of the JOHSC as it relates to facilities and security of the organization.
- Supervision of Transitional Housing properties and support day-to-day operations
- Assist Manager of Finance, Data and Performance with budgeting and reporting on housing program
- On-going supervision, guidance and feedback to all assigned staff, ensuring compliance with agency human resource policy, Ministry guidelines and employment standards.
- Development of effective working relationships with community organizations, hospitals, and the public
- Approval of special client need requests, vacation requests, travel claims and relevant expenditure claims
- Recommend and approve staff training according to policy
- Respond to complaints from staff, clients, and family members and seek appropriate direction as necessary
- Provides input into the financial and administrative operations of relevant programs.
- Serves as an ambassador of the organization to ensure that services are accessible and the general public is informed regarding mental health issues.
- Serves as the staff resource on various internal and external committees and task forces as assigned and represents the Organization’s positions.
- Practices leadership by demonstrating continuous quality improvement, including monitoring, analyzing trends and developing and implementing remedies.
