Red Deer Housing Authority is a Housing Management Body established under a _Provincial _Ministerial _Order_ that provides affordable housing and rent subsidies to over 800 households in Red Deer and the surrounding area. **The Opportunity**

Reporting directly to the Supervisor, Housing Portfolio, and Customer Experience and working in a team environment, the Housing Coordinator, Community Housing is responsible for the day-to-day operational management of Red Deer Housing Authority’s 310 units of Community Housing portfolio within Red Deer and the surrounding area. The portfolio contains a variety of units from single-family to apartment buildings. The Housing Coordinator is expected to perform a wide range of landlord and tenant activities to ensure compliance with all applicable legislation and regulations, including but not limited to_, Alberta Housing Act, Social Housing Accommodation Regulation, and the Residential Tenancies Act._

**Key Responsibilities**

**Application Processing**:
**Client Information and Support**:

- Educates prospective tenants regarding the different program types and evaluates the most suitable program and unit for each applicant’s needs.

**Administrative Responsibilities**:

- Prepares and signs leases, calculate rent adjustments, and conduct annual income reviews and other applicable documents as required with new tenants according to processes and policies.
- Educates new tenants during lease signing to ensure they understand and comply with _Residential Tenancies Act and Lease Agreement_ including the use of electronic documents as needed and ensures compliance with operational requirements.
- Prepares monthly financial & non-financial reports including a Rent Roll Report and Tenant Ledger regarding the operating status of assigned properties.
- Manages vacancy & tenancy including rental payments, payment for arrears and damages with tenants, security deposits, and tenant charges.
- Coordinates tenant legal processes, including initiating termination notices for tenant arrears/breaches of the _Residential Tenancy Act_ and attending Tribunals as required.
- Maintains an accurate and comprehensive manual record-keeping and electronic resident files within the Yardi Voyager system.

**Tenant On-boarding and Support**:

- Assists the Supervisor to schedule and conduct move-in inspections with the new tenant including key handover, walkthrough of the unit, and overview of key areas.
- Responds to tenant inquiries on a wide range of tenancy matters including, but not limited to, rental rates, parking, and emergencies.
- Assists the Supervisor and Manager, Asset Maintenance to coordinate apartment evacuation drills and all tenant meetings.

**Projects and Assignments**:

- Performs other related duties as required.

**The Person - Qualifications**:
**Education**:

- Post-secondary certificate or diploma in related fields such as Human Services, Chartered Institute of Housing (CIH) Canada, or a related designation such as a Certified Property Manager (CPM) or a Real Property Administrator (RPA) is an asset. Equivalent combinations of education and experience may be considered.

**Experience**:

- 3 - 5 years of related experience in a similar role or a role with transferable skills

**Certifications**:

- A valid class 5 Alberta Driver’s License with a reliable personal vehicle for travel is required.

**Competencies (Knowledge and Skills)**:

- Knowledge of social and language barriers, human behavior, family dynamics, health, mental health, and addiction issues in dealing with a very diverse group of clients.
- Ability to show empathy, exercise discretion, and maintain confidentiality at all times. Sensitivity to the dignity of clients in need of community housing must be accorded paramount priority by the incumbent.
- Ability to work in a heavily computerized environment; Microsoft Office and Yardi Voyager system, or other property management software is preferred.
- Demonstrated effective conflict resolution and change management skills to lead a new kind of customer experience that meets the changing needs of our clients/tenants
- Excellent interpersonal skills required to interact with tenants, applicants, staff, tenant representatives, external agencies, and the general public.
- Demonstrated knowledge and working understanding of the programs relating to social supports, including Assured Income for the Severely Handicapped (AISH), Income Support, CPP, and other income-related supports.
