Program Manager, Employment Program and Rise Up Youth- Part-time

**Job Summary**:
Reporting to the Director of Programs, the Program Manager provides planning, management and administration of the program(s). Program Manager prioritizes and applies values of diversity and inclusion and their associated practices throughout all work activities.
**Key Duties and Responsibilities**:
- Manages the day-to-day operations and staff assignments for the CLS Employment and Rise Up program.
- Ensure program standards, policies and guidelines of the organization are maintained.
- Develops, manages implementation of and evaluates the program(s).
- Ensures all accreditation and other applicable regulatory standards are met.
- Provides direction and support to ensure the goals and objectives of the program are met.
- Supervises expenditures within the existing budget allowance and makes budget recommendations.
- Takes responsibility for ensuring appropriate systems and resources are in place to support and maintain the program(s).
- Ensures accurate program and client records (e.g., individual program data, case notes) are maintained and produces reports as required.
- Adheres to agency values and principles and promotes and models these. Ensures staff support the agency mission, vision, values, strategic goals and policies.
- Works in consultation with senior management to formulate program policies and procedures.
- Contributes to agency strategic planning and participates in the implementation of the strategic plan.
- Provides leadership in identifying new program/service opportunities and participates in program development and design consistent with the agency’s strategic plan.
- Accountable for meeting all targets in terms of contracted service hours, number of persons served and maximizing allowable staffing levels as per program budget.
- Determine staffing needs to ensure program continuity.
- Leads the recruitment and selection of program staff, organizing hiring panels and making hiring decisions.
- Orients and provides training to staff and/or practicum students.
- Coordinates the scheduling and assignments of program staff.
- Support and mentor staff to solve issues and resolve conflicts.
- Establishes performance expectations, provides feedback on performance and conducts performance evaluations.
- Participates in and models conflict resolution with and amongst staff and colleagues within and across agency programs.
- Participates in and models conflict resolution between staff, clients and families.
- Anticipates and takes action to mitigate potential conflict by encouraging open, two way and ongoing communication.
- Investigates complaints filed by clients and staff as defined in the agency’s conflict resolution and/or ethical practice procedures and consistent with the collective agreement where unionized staff are concerned.
- Ensures effective communication with staff, clients and families and promotes their participation in and sharing of feedback in order to inform quality assurance practices of the agency.
- Promotes programs in the community. Represents the agency at community events.
- Develops and maintains positive relationships with government officials, and with other community organizations to coordinate and improve services delivery at the agency and community level.
- Proactively, professionally and effectively mitigates risk, creates safety plans, protocols and ensures their implementation and competently manages critical incidents.
- Maintains database of upcoming grant opportunities for the Rise Up Program and applies for grants according to program needs
- Accountable for tracking the Rise Up Youth Program outcomes in relation to grant outlines and ensures timely year-end reporting.
- Establishes and maintains relationships with potential funding partners.
- Performs other related duties as required.
**Job Skills and Abilities**:
- Excellent oral, written, facilitation and interpersonal communication skills.
- Demonstrated teamwork, leadership, supervisory skills and a strong commitment to principles of collaboration.
- Ability to work effectively with program staff, funders, and other agencies and organizations.
- Good general and time management skills.
**Education, Training, and Experience**:
- An undergraduate degree in social work, counselling or a related field, or the equivalent in education and experience.
- Previous direct program delivery experience in the sector with a demonstrated working knowledge of specific community-based program and related provincial and community support services systems, applicable legislation and policies, issues surrounding assigned program(s) and/or geographic operations is also required.
- Previous program management experience is required, preferably within the social services sector.
- Experience managing in a unionized environment is preferred.
