**NATURE & SCOPE**
The Administration Manager is responsible for supporting the General Manager with oversight of the Immigration, Refugees and Citizenship Canada (IRCC) funding portfolio. This work is performed with considerable independence. IRCC programs are delivered throughout the Niagara Region, in various settings including YMCA offices, schools and community agencies. Based on program mandates and immigration levels staffing complement can range from 20 - 30 employees each contract year.
**RESPONSIBILITIES**
- Responsible for supporting GM with operational oversite to ensure all contractual obligations are met to solidify long term sustainability of programs.
- Lead Immigrant Services Team in training and implementation of iCARE and reporting requirements
- Supports Program Coordinators in conducting audits to measures client satisfaction rates
- Attend various internal and external meetings, representing the YMCA for the purpose of client case conferencing, professional development, community engagement and program improvement
- Provide guidance and support to staff, through combined efforts with the Employment Program Managers and Immigrant Services Coordinators, to implement and measure use of the Client Circle of Supports model
- Work with General Manager to design new program delivery methods, interpret guidelines and create processes and procedures that align with current and future programming/community needs.
- Work with General Manager to ensure fiscally responsible spending and budget by overseeing and monitoring the budget as it pertains to the incumbent’s assigned programs.
- Preparation of operations briefs, Business Planning, Narrative Quarterly reports, and other necessary documentation requirements as set out in our funding agreement(s) alongside General Manager and Coordinators
- Pre-emptively analyse gov’t and YMCA reporting systems to identify trends and gaps in services
- Ability to provide frontline services on an as needed basis for IRCC and Employment based programs
- Responsible for supporting IRCC Program Coordinators and GM with recruitment, orientation, and other human resource requirements.

**MANDATORY QUALIFICATIONS/CERTIFICATIONS/MEMBERSHIPS** (cannot work in the position without them; will be suspended if they lapse)
- Current Standard First Aid/CPR(C) from an approved agency
- Upon hiring, applicants 18 years of age and older must submit a clear and satisfactory Police Vulnerable Sector Check (PVSC) issued for the YMCA of Niagara.
- Daily access to reliable transportation throughout the Niagara Region
**SKILLS/EXPERIENCE/QUALTIFICATIONS**
- Post-Secondary Education in Business Management or Social Sciences
- Minimum 5 years managing programs and staff teams that require attainment of measurable outcomes, 3 of these years in a government funded environment preferred (Has a solid understanding of government funding protocols and procedures)
- Minimum 2 years of experience managing an operational budget
- Excellent verbal and written communication skills
- Experience with and knowledge of community resources throughout the Niagara Region
- Computer communication skills
- The ability to maintain confidentiality
- The ability to handle a large workload, project deadlines and to cope with stress
- The ability to manage difficult situations and crisis with ease
