Director of Recreation and Protective Services

**PURPOSE**
The Director of Recreation and Protective Services is responsible for overseeing the strategic planning, development, implementation, and management of recreational programs, protective services and accessible transit. The Director ensures the delivery of high-quality services while promoting safety, well-being and engagement within the community.
**ROLES & RESPONSIBILITIES**
**Strategic Responsibilities**
- Establishes annual and longer-range departmental goals and assists in the preparation of municipal goals in concert with municipal priorities and budget;
- Guides departmental and municipal direction through long and short-range planning, administrative recommendations, budget submissions, supervision and project coordination;
- Provides leadership in the preparation of departmental and municipal annual and long-range resource plans, and operational and capital budgets including the ten (10) year capital plan;
- Assists in presenting plans to the CAO and to Committees, Boards and Council as required;
- Initiates and formulates municipal policies, plans, strategies and bylaws in conjunction with the management team;
- Evaluates municipal programs to ensures that programs are efficient, effective, customer service oriented and focused on achieving municipal objectives; and,
- Develops, implements and refines a proactive customer service oriented operating philosophy. Improves systems and operations to achieve greater customer satisfaction.
**Operational Responsibilities**
- Monitors compliance with approved budget, takes corrective action as required;
- Advises, assists and directs the department managers regarding municipal day to day matters;
- Coordinates operational issues that require cross-functional management;
- Plans, directs, coordinates and provides leadership to subordinate positions;
- Coordinates the preparation of administrative reports, pertaining to operational matters, for presentation to the CAO, standing committees, boards, commissions and Council;
- Utilizes quality assurance techniques, program evaluation and other similar tools to identify opportunities for improvement. Solves problems and improves operations using creativity, innovation and best practices;
- Utilizes an annual work planning system to organize and monitor projects;
- Ensures the smooth and timely exchange of information and coordination of work plans on an internal municipal basis;
- Assists with the timely completion of work plans by providing colleagues, subordinates and coworkers with information, direction and advice;
- Attends and participates in Council Committee and Council meetings as requested;
- Participates in Management Team meetings and assists in the development and implementation of strategies to address municipal issues;
- Ensures departmental compliance with legislation, regulations, municipal policies, procedures and guidelines;
- Ensures that appropriate operational systems, practices and procedures are in place;
- Exercises signing authority on behalf of the City. Performs the duties of designated officer as assigned;
- Plans, develops, coordinates, conducts and implements or directs the implementation of special projects as assigned; and,
- Manages the operation of the City of Brooks Handibus Specialized Transit Service and presents reports to City Council on its utilization and effectiveness.
**Public Relations Responsibilities**
- Relates to and communicates with customers, coworkers, contractors and the general public sincerely, tactfully, promptly and courteously; and,
- Attends various community Board and Committee meetings, as required.
**Management of Subordinate Staff**
- Evaluates employee performance, counsels employees, and effectively recommends disciplinary action and other personnel decisions;
- Retains, instructs and oversees consultants and contractors to augment in-house expertise, to fulfill work plans and to otherwise manage peak workload situations;
- Participates in the recruitment process of obtaining new hires;
- Coaches, develops and leads by example;
- Covers in the absence of Manager of Administration and/or Executive Assistant as required;
- Ensures appropriate training and development is offered;
- Creates a high-performance culture with a strong team focus;
- Conducts annual performance reviews; and,
- Provides formal and informal feedback to subordinate staff and mentors high potential employees.
**Performs other duties as assigned by the CAO.**
**EDUCATION & EXPERIENCE**
- Bachelor’s degree or college diploma in local government studies, business administration, social sciences, recreation or related field;
- National Advanced Certificate in Local Authority Administration (NACLAA) or Certified Local Government Manager (CLGM) Designation is preferred;
- Minimum of seven (7) years of progressively more responsible experience in a similar capacity;
