Detox & Transitional Housing Manager

**PHS Community Services Society (PHS) is hiring a Detox & Transitional Housing Manager at Onsite.**
Built on the principles of harm reduction, Onsite is a space for medically supported detox that provides services including a wide range of recovery-oriented programs, along with health and housing supports. Functionally, the program is divided into two levels: a 12-bed detox floor and an 18-bed transitional housing floor where ongoing interim recovery support is provided post-detox. A minimum of four primary programs are offered each day, focused on physical detox support, physical healing, indigenous cultural wellness, addiction recovery, skills building and overall relationship building. Onsite connects residents with permanent housing, physicians, mental health professionals, addictions treatment programs and other external programs.
Reporting to the Senior Manager of Programs, the Program Operations Manager (POM) is responsible for the management of Onsite Detox (2nd floor), Onsite Transitional Housing (3rd floor), and Supportive Independent Living Services (offsite). This position works closely with Vancouver Coastal Health (VCH) in a multi-disciplinary setting to co-manage all operations and emergency issues relating to a withdrawal management program under the Community Care and Licensing Act. Focusing on risk mitigations, the POM will provide regular assessment, tracking, reporting, and follow up of program goals and services, ensuring contractual and licensing adherence, and staff management.
In addition to PHS’s harm reduction approach to detox and supported recovery at Onsite, this position will take a leadership role in the successful delivery of new initiatives including the integration of safe supply treatment within a withdrawal management setting, as well as new aftercare alumni programs that support residents in their return to community.

**KEY RESPONSIBILITIES**
This job includes, but is not limited to, the following:
- Responsible for the recruitment, on-boarding, training and retention of employees.
- Coaches staff on developmental plans and conducts regular performance reviews.
- Must ensure effective employee relations and risk management, meet required deliverable deadlines, as well as work in collaboration with key internal and external stakeholders to achieve excellence in programs and related services within a complex multi-site environment.
- Directly supervises coordinators, mental health workers, independent contractors and directs work for all staff and volunteer activities associated with the sites.
- Establishes a positive rapport with our Vancouver Coastal Health Authority (VCH) partners, ensuring the continuance of programs in alignment with funder mandate and community need.
- Responsible for employee attendance management including timesheets, absences due to injury or illness and shift adjustments, filling unfilled schedule vacancies and last-minute shift coverage, reviewing schedules in advance to identify potential upcoming issues and collaborating closely with the coverage team.
- Responsible for ensuring compliance with Collective Agreements and all other employee policies and procedures.
- Investigates work conduct and staff performance issues and facilitates any necessary remedial action or progressive disciplinary action up to and including termination through participation in grievance processes and other labour relation matters.
- Responsible for adhering to all licensing requirements and mandates under the Community Care and Licensing Act for detox and supportive recovery programs.
- Responsible for the effective and supportive communication between staff, participants, volunteers, community agencies and service providers, maintaining respectful, responsive working relationship with Vancouver Coastal Health, service providers and community partners.
