**SUMMARY OF DUTIES**
**MAJOR RESPONSIBILITIES**
- Provides support to the Technical Resources department to ensure compliance with NFB and applicable government policies and procedures (e.g.: procurement and financial guidelines).
- Handles the day-to-day administrative activities for the department and evaluates budgetary aspects; makes recommendations to improve workflows and efficient use of resources.
- Assure that all Technical Resources billing is completed in the appropriate systems on a weekly basis.
- Builds the bi-weekly financial review report (budgets) for all Technical Resources financial sectors, to be reviewed by the Financial Analyst and Technical Resources executives.
- Controls procedures for expenses and revenues, including data entry in the financial system, reconciliations, compliance with financial commitments and verifying the accuracy, eligibility and allocation of expenses.
- Provides problem-resolution support on issues related to the department’s administration and budget.
- Provides support to the Technical Resources team and oversees the administrative elements to ensure conformity with NFB policies and procedures (e.g., PO creation, contracts, payments etc.).
- Collaborates with the Financial Analyst on financial forecast updates by providing insight on spending and commitments.
- Participates in the preparation of the long-term investment plan with the Technical Resources executives and the Financial Analyst.
- Responsible for monitoring the renewal of support contracts and licences for Technical Resources; informs management of deadlines and initiates process with the procurement sector. Follows up to ensure licences for Technical Resources systems and equipment are available.
- Contributes to the evaluation and improvement of processes and systems.
- Performs regular analyses of industry billing strategies to ensure that the NFB remains competitive for co-productions.
- Creates personal-services contracts (PSC) and temporary employment authorizations (TEA), internal requisitions and purchase orders; follows up on related documents, monitors payments and updates the relevant information in collaboration tools, if applicable.
- When necessary, provides SAP training and guidance related to financial processes such as creating purchase orders and performing credit card reconciliations for colleagues.
- Provides basic training on administrative systems, processes and standards (PSC, TEA, contracts, vendor creation, reporting, etc.).
- Liaises with the Financial Analyst regarding budgets, monitoring of expenses and reporting for the department.
- Participates in the preparation and writing of performance indicators and quarterly reports for Technical Resources and, occasionally, for other departments within the branch.
- As needed, helps with travel arrangements, expense requests and expense accounts in accordance with the administrative policies in effect.
- Prepares monthly reports on special projects, operating costs, revenues and others as requested by management.
- Participates in various Technical Resources projects by coordinating activities and maintaining documents.
**REQUIRED QUALIFICATIONS**
- College diploma in a relevant field, such as Administration or Accounting.
- Minimum five (5) years of relevant experience or an equivalent combination of education and experience;
- Significant previous experience working with Enterprise Software (SAP, Oracle, etc.);
- Excellent knowledge of SAP financial software;
- Demonstrated experience in financial administration and accounting applied to project management;
- Experience in drafting service contracts and supplier contracts of various types;
- Proficiency in MS Office (Outlook, Word, Excel, PowerPoint) and collaboration tools;
- Experience using a variety of project-tracking software (e.g., Shotgrid, Smartsheet);
- Fluency in the official languages (French and English), both orally and in writing.
