The Manitoba government has role to play in addressing the legacy of residential schools and locating missing children including:
- Facilitating the search of records to help identify missing children.
- Oversight under various provincial legislation involving lands, cemeteries, information privacy, investigations, heritage resources management, and bereavement.
- Sharing technical advice in identifying, searching and protecting unmarked graves.
- Supporting mental wellness.
- Advancing reconciliation through various government initiatives as guided by Manitoba’s Path to Reconciliation Act and responding to the Truth and Reconciliation Commission’s Calls to Action.
This position is designated to support individuals impacted by colonialism and practices of the 60s scoop. The purpose of the position is to enable change and reconciliation, and in particular access to records to support healing and wellness for communities and individuals. The position will help bridge generations and give meaning to suffering.

Conditions of Employment:
- Must be legally entitled to work in Canada
- Must be able to travel within Manitoba by ground and air transportation on government business within the Province of Manitoba.

- Must be able to provide and maintain satisfactory Criminal Records Check with Vulnerable Sector Search.
- Must be able to provide and maintain satisfactory Adult and Child Abuse Registry Check.
Qualifications:
**Essential**:
- Post-secondary degree in social sciences (preferably BSW), and/or Indigenous studies. An equivalent combination of education and experience may be considered.
- Case Management Experience (including counselling, performing assessments, planning, risk assessment, crisis/protective services and service coordination) in a social service setting. Other combinations of education and experience may be considered at a commensurate or underfill classification and salary level.
- Knowledge of Indigenous histories and perspectives such as; history of adoption, 60s scoop, including psycho-social and emotional issues and assessing potential impact on the client.
- Highly developed political acumen with the ability to deal with a number of diverse, complex, and politically sensitive situations.
- Effective interpersonal skills with the ability to work as part of a multi-disciplinary team.
- Excellent written communication skills for report writing and correspondence.
- Strong analytical and research skills including the ability to synthesize and summarize information in a logical manner.
- Ability to work on own initiative and with mínimal supervision and direction.
- Knowledge of government structure, functions, policies, procedures and writtenability to deal effectively with issues of grief and loss, anger management, and the conflicting needs/wishes of adoptees, adoptive parents, former wards, birth parents/siblings.
- Knowledge of legal, cultural and historical programs, policies and procedures associated with locating, identifying and commemorating children who died in connection with residential schools (e.g., Indigenous oral history research, archival methods, forensic anthropology, archaeology, medico-legal jurisprudence, repatriation to Indigenous communities.
- Strong organizational skills with the ability to prioritize in a complex work environment with high volume caseloads and competing demands.
**Desired**:
- Ability to read, write and verbally communicate in French.
- Ability to speak an Indigenous language.
**Duties**:
The incumbent will work directly with survivors of the 60s scoop to support access to records and navigating supports. The incumbent is expected to identify issues and problem areas in policy and/or procedure, which includes forwarding our clients’ concerns to the appropriate higher authority. The incumbent is expected to collect information which may lead to changes in legislation policies and procedures; inputting/updating relevant information into the CFSIS data base; CFSIS maintenance.
