Richmond School District operates 38 elementary schools, 10 secondary schools, alternate programs, continuing education and a number of additional facilities. The district enrolls approximately 21,000 students (K-12) and employs over 3000 dedicated staff.
The Director, Richmond Project Team provides overall leadership, planning, management and direction related to the District's physical assets, including but not limited to: facility master planning; capital planning; property acquisition, management and disposal; and project management of seismic remediation projects, new district facilities, additions to and major upgrades/renewal of existing district facilities.
This position reports to the Secretary-Treasurer (or designate) and works collaboratively with the Director, Facilities Services and closely with other senior district managers.
The Director, Richmond Project Team shall assume management responsibility for:
1. The overall leadership and direction of the Richmond Project Team (RPT), including:
a. Planning Services - preparation, analysis, reporting and administration of the District Long Range Facilities Plan, Capital Plan, department/school/program accommodation plans, enrolment and population projections and trends (including school catchment boundary reviews and consulting with other District departments);
b. Project Services - identification, development and implementation of capital projects, with a focus on seismic remediation; and
c. Property Services - administration of the District's property portfolio, including analysis, negotiations and recommendations pertaining to land use, acquisitions, consolidations, disposals, easements, rights-of-way, leases and license agreements.
2. The preparation and administration of the annual RPT operating budget;
3. The preparation, submission, obtaining necessary approvals, maintenance and administration of the District's Long Range Facilities Plan, Capital Plan, and department/program accommodation plans;
4. Consulting with the Director, Facilities Services on the Facilities Renewal Program;
5. Working closely with the Board, senior management team, Ministry of Education and other key stakeholders, the development of the District's capital program and timely submission of Capital Plans, project identification and definition reports, and other documentation to the Ministry for support and approval;
6. Managing the recruitment, mentoring and professional development of assigned staff and contract employees in a manner consistent with the management style supported by the District;
7. The assignment of Project Managers for implementation, and monitoring progress and cost of major and minor capital projects varying in size, scope and complexity;
8. Directly managing special projects and taking a lead role in initiating, developing and executing business cases for District capital programs;
9. The timely and accurate reporting of provincially-funded capital projects' status to the Ministry of Education & Child Care;
10. Developing and monitoring goals and objectives, staff position descriptions, performance objectives, operating procedures and manuals, and training for self and managers under supervision;
**11. The development and administration of processes for**: retaining consultants, construction managers and contractors; designing new buildings, upgrades and/or renovations; implementing capital projects; and the effective turnover of completed works to the maintenance and operations departments;
12. Ensuring compliance with Board Policy, Ministry of Education & Child Care policies and regulations, BC Building Code, BC Fire Code, Municipal Bylaws, WorkSafeBC regulations and the terms of the Collective Agreement concerning matters with pertinent unions;
13. The administration of the District's property portfolio, including analysis, negotiations and recommendations pertaining to land use, acquisitions, disposals, easements, rights-of-way, leases and license agreements;
14. Managing branch communications internally and externally, in print and electronically;
15. Reporting to the Secretary-Treasurer (or designate) any deviation from policy, practice or established standards relative to all areas of the RPT;
16. Consulting with management and supervisory staff on matters pertaining to the Director's responsibilities;
17. Representing the RPT on the District's Executive Team and other assigned internal and external committees and task forces;
