**Position Summary**

Reporting to the Global Procurement Director, the Procurement Manager directs and oversees the planning, procurement, shipping, storage and distribution of materials, supplies and equipment for PNR RailWorks Inc. This position interacts often with many internal partners including estimating, operations, administration and finance. This position will communicate with a variety of external parties including supply companies in the US and Canada.

**Primary/Essential Responsibilities and Duties**
- Drive consistent procurement and contracting practices across the organization.
- Responsible for sourcing suppliers, negotiating contracts and pricing, ordering materials and supplies to meet operational requirements.
- Responds to requests from estimators, operations and maintenance to obtain quotations for tenders, projects and customers.
- Works with various subcontractors, project and legal teams to negotiate and execute subcontracts, MSAs and terms and conditions.
- Along with proposal teams, reviews tender documents to ensure proper specifications are sent out with requests for pricing.
- Reviews purchase orders, waybills, packing slips and all other related documentation for final approval of invoices.
- Oversees supply chain materials including planning the logistics of shipping, freight, import/export brokerage, tracking and receiving of goods to achieve maximum effectiveness and efficiency.
- Follows up with suppliers and customers, including internal customers, on discrepancies and resolves issues.
- Sets and maintains appropriate inventory levels based on historical data, and anticipated activity.
- Works with Materials and Logistics Supervisor to validate inventory cycle counts and control documents.
- Supports operations, maintenance and customers by attending to emergencies, obtaining and providing technical information and consulting on specific questions or concerns related to materials or supplies.
- Monitors budgets and costing.
- Track savings achieved through effective purchasing and implementation of cost control initiatives
- Other duties as assigned

**Required Skills and Qualifications**
- Bachelor’s degree preferred
- A minimum of 5 years recent related experience including purchasing, supply chain, logistics or materials management experience.
- Construction industry experience a plus
- Strong negotiation skills
- Must be proficient in MS Office (Word, Excel, PowerPoint, Outlook, etc.)
- Self-starter who approaches his/her work with a sense of urgency
- Meets deadlines under pressure in short time frames
- Able to handle multiple competing tasks
- Excels in a dynamic team oriented environment

**Physical Requirements and Working Conditions**
- Works in an office environment. May also visit field locations.
- Frequently sits for long periods of time
- Frequently speaks, reads, writes and uses a computer keyboard
- May require occasional standing, walking, lifting, stooping, or bending
