Manager, Cultural Safety Program

**Job Description**:
In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
Reporting to the Director, Quality, Cultural Safety and Humility, the Manager of Island Health's Cultural Safety Program is responsible for all aspects of the program's planning, organizing and directing the staff and activities including representing Island Health when engaging with partner organizations. Leads projects, proposes new initiatives, liaises with other Island Health programs, and assists with engagement, communications and quality improvement activities as it relates to Island Health's commitment to advance cultural safety and humility. Manages the practice of assigned staff, and the development and implementation of policies and procedures consistent with Island Health's strategic plan.
Travel may be a requirement of this position. Transportation arrangements must meet the operational requirements of Island Health in accordance with the service assignment and may require the use of a personal vehicle.
**QUALIFICATIONS**:
**Education, Training And Experience**:
A level of education and training equivalent to a Master's degree with five to seven years' experience in Health Care Administration, Leadership, Conflict Management and Analysis or health-related field such as health sciences, nursing or medicine, or social sciences. Experience must include a comprehensive understanding and knowledge of trauma informed practices, and the impacts of systemic racism and colonization on non-Indigenous peoples' ways of knowing and being. Experience and/or background in decolonizing systems, anti-racism pedagogy, and critical race theory as well as working in an Indigenous community-based context.
Valid BC Driver's License.
**Skills And Abilities**:
- Demonstrated leadership ability and accountabilities and an ability to problem solve, and utilize team building skills in ways that model an anti-racism approach.
- Demonstrated highly specialized skills in assessing and managing conflict utilizing anti-racism and critical race theory analysis, preferably within a health care context.
- Demonstrated knowledge of project management principles and techniques in a multi-site health care environment.
- Ability to work effectively with senior leaders and establish partnerships in a wide variety of health care settings.
- Ability to integrate administrative, professional and operational aspects of local needs within the program perspective and resources.
- Demonstrated ability to build relationships and work with Indigenous communities and demonstrate behaviors which show a consistent commitment to cultural safety and cultural humility.
- Demonstrated knowledge of best practices for change management, focusing on anti-Indigenous racism.
- Demonstrated ability to be self-directed, working both independently and collaboratively in a team environment, including the ability to respectfully navigate an organizational culture that is aspiring to become more equitable and safe.
- Demonstrated ability to communicate effectively both verbally and in writing, including the completion of briefing and decision notes.
- Ability to utilize strong interpersonal skills to deal with others effectively, and demonstrate an ability to give and receive feedback in a way which builds relational security.
- Commitment to ongoing professional development
- Proven ability to work well under pressure, related to deadlines, unforeseen circumstances, and shifting socio-political context.
- Ability to operate related equipment, including computer hardware and software.
- Physical ability to perform the duties of the position.
