**Position Summary**

This position is responsible for the development and implementation of departmental goals, directives and procedures in order to achieve corporate and departmental strategic objectives including the oversight of service delivery. Key responsibilities of the position include the cost effective delivery of Waste Management programs and related requirements for the City.

**Essential Duties**

**Specific to this role**:

- Responsible for the development and implementation of Waste Management services in accordance with provincial and federal legislation, regulations and City by-laws
- Negotiate municipal action plans with regulatory agencies i.e. Ministry of Environment, Conservation and Parks (MECP); communicate all legislated requirements including compliance deadlines; liaise with MECP, ensuring that municipal and regulatory interests are met
- Ensure minimized exposure of City liability and risk in contract specifications and project work; deploy resources and appropriate remedial action as needed
- Represent the City in legal cases involving City liability; provide evidence in court and/or hearings and serve as expert witness on behalf of the City
- Ensure facilities are operated in compliance with MECP requirements; liaise with internal stakeholders to evaluate growth needs and capital projects, ensuring that project deadlines and MECP requirements are met
- Oversee the preparation of contract specifications for procurement; manage and assign contractors, consultants and staff on projects
- Prepare reports for Council and attend Council meetings as required

**As a member of the leadership team**:

- Develop strategy goals, directives, work plans for self and team members, procedures and measurements in area of responsibility in order to deliver the defined goals and priorities
- Develop and administer methodologies and procedures and allocate resources to achieve strategic objectives, provide oversight of the delivery of organizational business processes and internal audits as well as internal communications
- Complete continuous research and analysis of industry trends in order to recommend programs to Director, Chief Administrative Officer and/or Council
- Demonstrate leadership in supporting team members, providing feedback and/or improvement opportunities as needed
- Estimate budget requirements, making recommendations to inform current and future expenditures
- Procure services and goods related to areas of responsibility, including the authorization of time off requests, time worked and overtime costs
- Manage stakeholder interactions in the supply and receipt information, and analysis and resolution of issues
- Manage customer service concerns, investigating, problem solving and responding as appropriate
- Administer public relations activities on behalf of the department, identifying and communicating with all necessary audiences
- Prepare comprehensive statistical reports to support department reporting requirements and decision making
- Ensure collaborative partnerships are formed and maintained inside of the organization
- Create and maintain a cohesive team environment to support staff to achieve objectives
- Responsible for the hiring, onboarding, performance management and supervision of staff in a unionized environment, in consultation with People Services
- Administer the terms of the applicable Collective Agreements, in collaboration with People Services; act as a supervisor under the _Occupational Health and Safety Act (OHSA)_
- Perform other related duties as assigned

**Qualifications**
- Post-secondary degree in Environmental Science, Environmental Engineering or a related field
- Minimum eight (8) years of related progressive experience, preferably in a municipal environment
- Possession of (or eligibly for) P.Eng designation from the Profession Engineers of Ontario or P.Geo from the Association of Geoscientists of Ontario
- Thorough knowledge of landfill and solid waste operations and relevant legislative/regulatory requirements, City policies and by-laws
- Thorough and current working knowledge of relevant legislation i.e. _Ontario Water Resource
