New Directions for Children, Youth, Adults and Families is a non-profit, community-based organization that provides a diverse range of supports to individuals in a variety of settings. We deliver individualized services that foster the hopes and dreams of people and their communities.
- Adult Home Share (AHS) is one of the many services areas within New Directions, providing support to over 200 people in 160 home share locations in Winnipeg and surrounding area. AHS strives to promote a sense of belonging and to provide opportunities for individuals to have meaningful lives, achieved by providing person-centered supports.
- Under the direction of program coordinators, the Licensing Resource Specialist facilitates licensing, ensuring that the requirements of Adult Home Share (AHS) are met. The Specialist conducts walkthroughs of licensed homes, facilitates compliance with financial and care plan standards, and assists programs in meeting licensing expectations and deadlines (expiry dates). This role requires a deep understanding of legislation, exceptional attention to detail, and the ability to balance complex licensing requirements with high levels of accountability and professionalism.
**The Resource Administrator will be responsible for** (but not limited to):
- Assists with ensuring Residential Care Licensing requirements are met within HSPs (Home Share Providers).
- Coordinates and completes pre-inspections and pre-checks for initial licenses and annual licensing reviews, ensuring compliance with RCL (Residential Care Licensing) and New Directions’ best practices.
- Follows up directly with Home Share Providers on compliance issues and pending items from pre-checks and annual reviews, reporting results and status of pending compliances to Coordinators and Case Managers.
- Manages licensing expiry dates. - Attends Annual Licensing Reviews on behalf of Coordinators as needed and requested by Coordinators.
- Coordinates and facilitates person-led financial care plans (FCPs) in collaboration with Case Managers and Home Share Providers, ensuring compliance with best practices and external approval processes (e.g., PGT/SDM).
- Audits financial records, including bank and cash record sheets. Provides feedback and training to Home Share Providers (HSPs) and assists with the submission processes. Follows up directly with HSPs regarding any discrepancies and reports findings to the Case Manager and Coordinator.
- Ensures HSPs are trained on Residential Care Licensing and New Direction’s financial management and record-keeping standards.
- Assists with training home share providers and other staff on Community Living disABILITY Services’ (CLdS) Financial Management Policy, Financial Record Keeping and other RCL regulations as applicable.
- Communicates directly with Home Share Providers regarding bank and cash audit results, annual reviews, pre-checks, financial Care Plan coordination, and other matters as appropriate or directed by the Coordinator.
- Provides guidance and problem-solving for compliance issues and best practices in Home Share and record-keeping.
- Tracks and monitors HSP licensing expiry dates and follow up on compliance issues.
- Occasional scheduling of Community Resource Workers, including tracking and remitting timesheets.
- Other coverage and duties as assigned within the resource team.
- Minimum of three (3) years of experience within the field of disability support work or mental health, preferably within a social service and/or non-profit setting.
- Post-secondary education (bachelors degree) in Social Work (or a related field), or diploma in Disability & Community Support from a recognized post-secondary institution. A combination of education and experience may be considered.
- Experience and understanding of Residential Care Licensing regulations and related items including but not limited to RCL and CLdS policies and procedures, City of Winnipeg fire code, City of Winnipeg building code, Adult Living with Intellectual Disabilities Act (ALIDA), MB Supports for People with Disabilities/Employment and Income Assistance, Disability Tax Credit, and RDSP's.
- Clear and concise verbal and written communication skills.
- Demonstrated organization and time management skills, with an attention to detail with record keeping and administrative tasks.
- Proficiency in Microsoft Office suite (Office 365, Excel, SharePoint) and database systems.
- American Sign Language (ASL) 101, 102 and 103 is considered an asset
