Lead Hand, Facility Maintenance

Reporting to the Facility Maintenance Supervisor, the Facility Maintenance Lead Hand position provides front-line supervision and guidance for all maintenance services with a strong focus on building system maintenance and customer service excellence for County owned facilities. This position coordinates, schedules, allocates and monitors job assignments of Facility Operator staff and contractors, while providing maintenance and operations duties to an assigned portfolio of buildings.
Through a process of continuous learning, the Lead Hand position shall perform with a high degree of competence and accuracy in the supervision of the predictive and preventive maintenance procedures for all building systems (Plumbing, HVAC, Electrical, Life Safety, Refrigeration, Lighting, etc.).
**Responsibilities**:
- Develop strong and effective teams for the service and support of all facility operations
- Work with other lead hands, supervise Facility Maintenance Operators, including scheduling of work, monitoring work performance and addressing day to day operational questions
- Develop a continuous improvement philosophy within the team that looks for improvements in day-to-day operations, use of CMMS and technology, use staff and contractors while managing operating costs
- Complete Performance Planning Reviews (PPR) throughout the year including annual PPR planning, midyear and end of year PPR follow up discussions
- Ensure Asset Planner records are accurate, complete and monitored for overall system objective compliance
- Monitor energy performance for buildings while looking for areas of energy use reduction
- Monitor BMS system use, checking for alarms and operating schedules to ensure the building systems are performing at the most efficient level possible
- Monitoring operational expenditures to ensure all purchasing and budget policies are adhered to
- Ensure that all work being performed is adhering to the County's OH&S standards
- Conduct safe work and site inspections as required by the OH&S program
- Ensure the efficient and safe operation of all facility building equipment and systems
- Coordinate and perform all routine and non routine maintenance tasks for building equipment and systems
- Maintain good customer relations with facility tenants, occupants, and contractors
- Aid in preparation and expenditure of the facility maintenance operating budgets
- Working with the Facility Maintenance Supervisor, prepare maintenance budgets for routine and non-routine maintenance tasks based on history and future operating needs
- Operate within approved maintenance budgets
**Qualifications and Skills**:
- Good Understanding of Alberta Building Code, Alberta Fire Code, Occupational Health and Safety, and codes governing or legislating specialized equipment found within facilities
- Extensive knowledge in the maintenance and operation procedures for HVAC, electrical, plumbing, fire & safety, security systems and building hardware, and building automation
- ABSA 4th Class Power Engineering Certificate is required
- Five years' experience working in a related environment including a minimum of two years supervisory experience is required
- Experience working with ice plants and pools is an asset
- Ability to read and interpret blueprints, equipment operating specifications and field inspection reports
- Ability to develop preventative maintenance procedures and manage maintenance records
- Supervisory experience with excellent written and oral communication skills
- Strong prioritization skills in the event of an emergency for managing risk and liability
**Conditions of Employment**
- Ability to obtain an RCMP Enhanced Reliability Security Clearance
- Valid Alberta Class 5 Driver’s licence and submission of a 5 year Driver’s Abstract with less than 7 demerits
- Ability to work from heights, travel stairs, work on roofs, lift heavy items (50 lbs) and work in awkward or confined areas for extended periods of time
- Ability and willingness to work on an “on call” rotational schedule for emergent and afterhours repairs
