**Job Description**:
***:Under the general supervision of the Commissioner - Community Services, conducts policy research and analysis activities in support of departmental programs and services and performs confidential administrative support for departmental division leaders.
**MAJOR RESPONSIBILITIES**:
- Monitors relevant policy, legislation and program developments in other jurisdictions that may impact departmental service and program delivery.
- Conducts research and analysis and applies critical thinking skills and experience to support departmental program and service delivery through the interpretation of trends and defines challenges and opportunities.
- Supports risk assessment activities within the Department through research and analysis.
- Reviews certificates of insurance for compliance with City insurance contract requirements for all divisions within the Department.
- Delivers advice and briefings to the departmental management team regarding policy changes and emerging issues.
- Consults and liaise with other municipalities, government and stakeholders on policy development.
- Identifies opportunities for the department to participate in and influence the development of policy in areas central to its mandate.
- Prepares draft statistical reports, correspondence, briefing notes, position papers, resolutions, presentations and other communications materials as required.
- Monitors and coordinates the production and completion of all departmental initiated corporate reports and by-laws to ensure timelines are met. Drafts corporate reports for the departmental division leaders as required.
- Performs administrative duties and provides confidential administrative support to departmental division leaders.
- Attends and records minutes of meetings; prepares and distributes agendas and minutes and schedules meetings as required.
- Maintains Departmental employee records and filing and is responsible for records/archives management.
- Performs such other related duties as may be assigned.
**QUALIFICATIONS**:
**Education/Experience**:
- Degree in political science, public administration or policy, commerce, business administration, journalism, communications or a related field, along with three years’ related experience
**Skills/Abilities**:
- Independent judgement when dealing with confidential or sensitive departmental/divisional issues
- Demonstrated skill in research, problem solving, oral and written communications, and interpersonal relations
- Excellent analytical abilities with a thorough knowledge of analytical research methodologies and computerized analytical techniques
- Proven facilitation, report writing, presentation and oral communication skills
- Ability to work independently and as a member of a team
- Excellent analytical skills, high attention to detail, and accuracy.
- Ability to communicate effectively and concisely, both orally and in writing
- Ability to deal with the public and staff in a courteous and tactful manner
- Must have the demonstrated ability to manage time effectively and to work under time constraints and changing deadlines
- Strong project/time management, organizational, critical thinking, problem-solving, and decision-making skills
- Intermediate skill level with word processing and basic skill level in spreadsheet software
- Political acumen and the ability to establish and maintain effective working relations
- Must be competent within the meaning of the Ontario _Occupational Health and Safety Act_
**Assets**:
- Experience with SAP software
- Familiarity with the functions of all three levels of government
- Knowledge of functions of City departments, outside boards, and local community groups
**CONDITIONS OF EMPLOYMENT**:
