**Description**:The Assembly of First Nations Fisheries Sector is seeking an experienced and skilled individual to conduct research and provide analysis, advice and advocacy that reflects the AFN’s priorities with respect to fisheries and aquatic issues (coastal and inland), including matters involving habitat, aquaculture, and oceans.

Reporting to the Director of Fisheries, the Policy Analyst has the responsibility to lead the planning, development, implementation, and evaluation of the mandates of the AFN’s wide-ranging fisheries initiatives.

**Responsibilities**:
Research and Analysis:

- Conduct comprehensive research on fishing policies, regulations, and best practices at the local, regional, and international levels.
- Analyze data, statistics, and scientific studies to assess the current state of the fishing sector, including fish stocks, fishing practices, environmental impacts, and socio-economic factors.
- Identify emerging trends, challenges, and opportunities within the fishing industry.

Policy Development and Evaluation:

- Develop policy proposals and recommendations based on research findings, economic analysis, and stakeholder consultations.
- Evaluate existing fishing policies and regulations to identify gaps, inefficiencies, and areas for improvement.
- Collaborate with relevant stakeholders, including government agencies, industry representatives, environmental organizations, and fishing communities, to gather input and ensure policy coherence.

Impact Assessment:

- Assess the potential environmental, economic, and social impacts of proposed policy changes using appropriate tools and methodologies.
- Conduct cost-benefit analysis and risk assessments to inform decision-making processes.
- Monitor and evaluate the effectiveness of implemented policies and recommend adjustments as necessary.

Reporting and Communication:

- Prepare clear and concise reports, policy briefs, and presentations summarizing research findings and policy recommendations.
- Present research outcomes and policy proposals to internal and external stakeholders, including government officials, industry associations, and the public.
- Respond to inquiries and provide expert advice on fisheries policy-related matters.

Collaboration and Networking:

- Collaborate with interdisciplinary teams, including scientists, economists, legal experts, and policymakers, to integrate diverse perspectives into policy analysis.
- Build and maintain relationships with key stakeholders in First Nations communities
- Stay informed about the latest developments in fisheries management, sustainable fishing practices, and relevant policy debates.
- Participate in the Ocean Protection Plan Working Group and support the group with organizing and coordinating AFN’s participation in meetings

**Who Can Apply**: Qualified persons of Indigenous ancestry will be given preference in accordance with s. 16(1) of the _Canadian Human Rights Act_.

**Qualifications**:

- Bachelor's or master's degree in marine biology, environmental science, fisheries management, public policy, or a related field. Advanced degree preferred.
- A minimum of 3 years of experience in policy analysis, preferably within the fishing sector or natural resource management working directly with First Nations communities or working with First Nations policies and and programs
- Strong understanding of fisheries management principles, international agreements, and regulatory frameworks with a First Nations lens
- Proficiency in data analysis and statistical software.
- Excellent written and verbal communication skills, with the ability to effectively communicate complex concepts to diverse audiences.
- Strong critical thinking and problem-solving abilities.
- Ability to work independently, manage multiple tasks, and meet deadlines.
- Familiarity with environmental impact assessments, cost-benefit analysis, and risk assessment methodologies.
- Experience in stakeholder engagement and facilitation of collaborative processes is desirable.
- Knowledge of local, regional, and international fishing industry dynamics is an asset.
- Passion for environmental sustainability and a commitment to promoting responsible fishing practices.
- English is the working language although the ability to communicate effectively in French or an Indigenous language would be an asset

**Salary Range**: AFN offers a competitive salary and attractive benefits and pension plan.

**Location**:Ottawa, Ontario (preferred) open to other locations if a qualified applicant is found.
