The Risk Management Department is focused on providing leadership and university wide services that strengthen institutional resilience and accountability through programs that are designed to ensure a safe work and learning environment. These services ensure that the university is appropriately safeguarded against exposures that could result in potential loss and impact upon the human, financial, operational and reputational posture of the University of Winnipeg.

The **Risk and Insurance Manager is a full-time continuing** position responsible for managing the Enterprise Risk Management (ERM) Program by working directly with faculties and business areas to develop strategies to eliminate and/or treat the risks that threaten the achievement of strategic objectives. This position reports directly to Director, Risk Management and Campus Security.

Their policy portfolio is inclusive of the University Property and Liability held through the Canadian Universities Reciprocal Insurance Exchange (CURIE) and approximately 15 additional policies. Additionally, they are responsible for and manages the University Self Insurance Fund.

**Responsibilities**

**Enterprise Risk Management**

  • Responsible for the management of the UW Enterprise Risk Management (ERM) Program.
  • Leads the ERM program by working directly with faculties and business areas to develop strategies to eliminate and/or treat the risks that threaten the achievement of strategic objectives.
  • Oversees the identification, assessment, and development of risk mitigation strategies at the enterprise level of the organization. The ERM Program includes the creation, implementation and oversight of the University’s ERM Policy, Framework, Risk Register, additional policies and procedures, and business continuity planning.
  • Review, assess, and provide advice on risk management related policies and procedures, conduct risk assessments engagement vendors/contractors.
  • Assists in providing sound advice as it relates to exposures the University may face and provides risk mitigation and risk transfer solutions to residual risk that cannot be eliminated.
  • Administers ERM software, inclusive of the implementation of control systems, as well as action plans, to minimize exposure, and mitigate risk across the university.
  • Assists stakeholders (faculties and business areas) in the development of operational protocols which will act as controls to safeguard institutional assets and resources.
  • Creates and presents risk reports, incident reports, and briefing notes for presentation to executive leadership, the Board of Regents Audit and Risk Committee and other senior staff as required.
  • Provides leadership in business continuity planning, loss prevention inspections and other risk management related work.
  • Acts as a member of the Emergency Operations Centre Response Team and is available for off-hours emergency responses as required.
  • Plans, develops and implements new and/or enhance exiting risk management strategies.
  • Is a member of and participates with Risk Management organizations to maintain and be current in emerging and new trends related to risk identification and mitigation strategies.

**Insurance Management**

  • Engages with university stakeholders, listens to, participates in campus needs and risks; collaborates to make recommendations and implement new insurance policies to mitigate and / or reduce risk.
  • Works with Broker(s) for all non-CURIE renewals, by reviewing the current risks and ensuring that the coverage’s are still appropriate and the levels of insurance are adequate.
  • Determines if there is opportunity to go back to the market to try to achieve more value for a lesser premium.
  • Work with Facilities and other areas of the University to ensure that we have all the current information on all the University buildings, loss of rent and business interruption requirements pertaining to the CURIE annual renewal.
  • Administer and/or coordinate all claims, agreements and insurance related inquiries with CURIE, Brokers, Adjusters and University staff
  • Manage self-insurance fund of $40,000 (including decision making on claims and amounts to pay out).
  • Work with agents and brokers to ensure appropriate insurance coverage is in place.
  • Creates outgoing Certificates of Insurance on an as need basis thru the CURIE and Optic Risk Programs.
  • Develop and plan the insurance budget and anticipated cash flow (Approximately $1.2M)
  • Review agreements, contracts and leases for risk and appropriate insurance clauses. When complex or unusual situations arise, consult with CURIE, a Broker, colleagues or pertinent legal counsel for advice Respond to questions about and stores waivers for fieldtrips and external groups.
  • Serve on University of Winnipeg Workplace Health and Safety Committee.
  • Works with Security, IT and the Privacy Office to ensure any information lost due to an insurance event is dealt with appropriately.
