MANAGER, HOME CHILD CARE PROGRAM

Network Child Care Services (“Network”) is a non-profit, community based multi-site child care agency that has been providing quality child care services throughout various communities in Toronto since 1991. Licensed by the Ministry of Education, Network provides equitable and inclusive child care programs to support culturally diverse children and their families in Group Based Child Care programs, a Home Child Care program, and Before and After School Programs.

Reporting to the Executive Director, the Manager of Home Child Care Program will collaborate professionally with the Home child Care Supervisor, Management and Leadership team, and a team of Home Child Care Consultants (Home Visitors). The primary role of the Manager of Home Child Care Program is to lead program initiatives, oversee business operations, provide data analysis, program development opportunities, training and professional development opportunities, program evaluation, foster relations with community stakeholders, support digitization and technical skill development within the department, and ensure effective collaboration within the home child care department. This role focuses on strategic planning, regulatory compliance, and quality improvement to ensure program viability and compliance in accordance with Ontario’s guidelines and municipal standards.

**Job Term**: Full Time Permanent Position, 37.5 hours per week, Monday to Friday.

**Minimum Requirements**:

- Bachelor’s degree in Business Administration, Masters in Social Services or a related field.
- Minimum 3 years experience in business management, program management, or a similar role.
- Work experience in a not for profit organization is an asset.
- Ability to pass a Vulnerable Sector Check.
- Strong organizational and financial management skills.
- Experience with budget management, financial analysis, funding, financial operations, ensuring sustainability and resource allocation.
- Demonstrated proficiency in English, both written and verbal communication. Ability to develop electronic reports, forms, and correspondence with proficient English literacy skills.
- Advanced skills in Information Technology, including Excel, Microsoft Office Suite.
- Excellent leadership, communication, and problem-solving skills.
- Ability to work independently, prioritize, and make strategic decisions.
- Ability to engage, collaborate and communicate professionally with management team, Home Child Care Supervisor, Quality Assurance Consultants, staff members, affiliated home child care providers, parents/guardians, and stakeholders.

**Core Responsibilities**

**1.** **Program Management**
- Oversees full facilitation of projects with demonstrated leadership, organization, and collaboration.
- Advanced level capabilities with Microsoft Office Suite, Google Suite (i.e. sheets, docs, etc.), and other programs and data base software.
- Develop and implement strategic plans to support the expansion and sustainability of the home child care program.
- Program Development: Collaborate with leadership to develop new initiatives, policies, and procedures to improve service delivery.
- Support the Network child Care Services Program Statement, strategic plan initiatives, and goals.
- Ensures the home child care department meets organizational expectations for team harmony, productivity, and goal achievement.
- Collaborates with the Home Child Care Supervisor for coaching, professional development, overseeing Key Performance Indicator (KPIs), and other managerial responsibilities.
- Monitor program goals, objectives, and outcomes, ensuring alignment with organizational goals and provincial guidelines.
- Establish partnerships with local child care providers and stakeholders to expand the network of home child care services.

**2*. **Regulatory Compliance**
- Ensure programs comply with Ontario's Ministry of Education, CCEYA regulations and licensing requirements.
- Regularly review changes in regulations and implement required updates in policies, practices, and documentation.
- Conduct audits to ensure quality standards and licensing criteria.

**3.** **Quality Assurance**
- Collaboratively with Home Child Care Supervisor, implements quality control procedures and oversee ongoing evaluations to maintain high standards in child care.
- Recommends and support training and development programs for Quality Assurance Consultants, and home child care providers, focusing on best practices and safety.

**4.** **Financial Management**
- Contribute to development of budget, manage expenses, ensuring efficient allocation of resources.
- Prepare reports on program funding, expenses, and financial forecasting.
- Oversee contracts with affiliated providers.

**5.** **Provider Support and Development**
- Coordinate training, support, and resources for affiliated home child care providers to enhance service delivery.
