Specialized IT Consultant

Description:

- Serve as a senior team member as part of the Agile team and support efforts to implement, adopt and sustain Agile processes, principles, and practices;
- Serve the scrum team by leading and coaching team self-organization, cross-functionality and aligning to the mandate of delivering value;
- Remove team impediments that prevent or hinder team capability and cohesion;
- Facilitate discussion, decision-making and conflict resolution;
- Advocate for the scrum team across the organization and actively question practices and approaches that are not in-line with scrum theory;
- Partner with the Project Manager & Product Owner, working closely with them to effectively create, maintain and groom the product backlog;
- Create communication forums for the product owner, scrum team and associated stakeholders to ensure the vision, goals and product delivery commitments are visible and well understood;
- Help employees, consultants, vendors and other stakeholders understand and enact scrum as well as empirical and emergent product development, welcoming change that enhances the productivity of the team;

**Responsibilities**:

- Works in partnership with clients, advising them on information technology in order to meet their business objectives or overcome problems, work to improve structure and efficiency of an organization’s I&IT systems.
- The I&IT Consultant may be used to provide strategic guidance to organizations with regard to Information Management & IT technology, IT infrastructures and the enablement of major business processes through enhancements to IT.

- Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
- Acts as the technical advisor/expert on all aspects of a specific deliverable
- Provide the quality assurance/quality control of specific deliverables
- Anticipates and resolves problems to ensure that the deliverables are completed within budget, to the highest quality, meeting or exceeding expectations
- Develops processes and procedures for implementing deliverables
- Prepares reports and presentations including options, recommendations, implementation plans, etc.
- Works with clients to define the scope of a project and to determine requirements
- Analyzes I&IT requirements giving independent and objective advice on the use of I&IT
- Designs, tests, installs and monitors new systems and develops solutions and implementation of new systems
- Familiar with change-management principles and methodology
- Knowledge and understanding of Information Management principles, concepts, policies and practices
- Knowledge and experience with Agile Information and Information Technology (I&IT) methods and techniques associated with the development and implementation of enterprise architecture frameworks
- Communication, facilitation, negotiation, consensus building, and problem-solving skills
- Knowledgeable and experience in Agile methodology and ability to educate others
- Experience facilitating the relationships between the Agile team and project manager, product owner and maintaining a safe working environment for the team by helping with conflict resolution
- Experience leading the Agile methodology and development teams in self-organization and identifying and filling in blanks in the framework
- Experience mentoring and coaching the teams on removing impediments
- Experience capturing feedback and documenting sprint reviews to administer project goals and improve team performance

**Desirable Skills**
- Project Methodology certifications such as Agile Coach, Scrum Master, Lean Six Sigma Black/Green/Yellow Belt, etc.

**Criteria 1**:Scrum/Agile experience - 50%
- Scrum Master certified and/or demonstrated experience in managing Scrum projects in sprints
- Experience in working on Agile developed projects
- Scrum Ceremonies including (daily stand-ups, sprint reviews, planning, backlog
- refinement, retrospectives and customer journey/story mapping)
- Demonstrated experience using Devops to manage backlogs and sprints
- Defect management using Devops/Jira on active sprints

**Criteria 2**: Technical and Project Management Skills - 30%
- Advanced skills in Microsoft Project, Office and Visio
- Demonstrated experience managing multiple simultaneous Application Development
- projects involving cross-functional product teams within budgetary and schedule constraints

**Criteria 3**:Tools/Technologies - 10%
- Experience in development and analysis with Salesforce Public Sector Foundations.

**Criteria 4**: Approach/Methodology - 5%
- Experience with compliance with the Accessibility for Ontarians with Disabilities Act, 2005.
- Experience with Government of Ontario - Information Technology Standards (GO ITS) 54 Standards.

**Criteria 5**: Public Sector Experience - 5%
