Position Overview

This position is responsible for the daily supervision of the By-law Administration section. The Supervisor, Enforcement Policy is responsible for managing workload distribution, performance management and ensuring that interpretation and administration of applicable by-laws and financial policies are followed and processed. The main purpose for this section is to operate the Administrative Penalty System (APS) which will include infractions for by-law, licensing, parking and automated speed enforcement. The section is responsible for managing the schedule of appeals which includes the management of screening and hearing officers. Ensuring data integrity as data is migrated into the ticket management software, educating and communicating with the public on the APS law/process. This is in addition to managing requests for enforcement and inquiries regarding by-laws.

Responsibilities

The Supervisor, Enforcement Policy will be responsible to:
- Supervise the daily operation including workload distribution, training and performance management for the By-law Coordinators who are responsible for administering the Administrative Penalty Process.- Ensuring staff follow corporate policies (including financial regulations) and procedures, implementing sectional department and sectional policies/procedures and have appropriate tools to function effectively.- Responsible for responding to customer (public, Council, other departments and outside agencies) inquires which are typically complaints related to service levels or issues with tickets and payments.- Regularly reviews processes implementing alternative process improvements to provide better customer experience and efficiency.- Liaises, coordinates and maintains relationships with outside agencies and other enforcement partners such the Province (who controls laws/rules related to Administrative Penalties) required to ensure Burlington's administrative processes are in compliance and consistent with applicable law and currents standard and/or practices.- Develops and maintains standards and procedures for records management related to the Administrative Penalty System and By-law Enforcement administration. Must ensure staff are collecting, reviewing and documenting the appropriate records when administering tasks as per applicable law.- Responsible for providing appropriate performance indicator data and making recommendations to senior management regarding staffing levels, process changes and future budget needs. Must ensure daily purchases meet corporate procurement and budget guidelines.- Duties and responsibilities are inclusive, but not limited to the above.
