Job Summary
UBC Treasury is responsible for safeguarding and leveraging the University’s assets. The Finance Analyst, Debt position works within Treasury and is responsible for controls and analysis performed in support of the University’s overall debt portfolio, which includes the University’s external debt, internal loan program, interesting bearing funds and construction interest.
The Finance Analyst, Debt is capable of maintaining large volume database and agreement, and providing budget updates, financial reports and supporting analysis. The role will also liaise with key business partners across the University to carry out a variety of financial analysis tasks.
Organizational Status
The Finance Analyst, Debt provides support for the Manager, Cash. The position liaises with various staff levels within the University community on a regular basis as well as external organizations such as financial service companies.
Work Performed
Oversight of internal and external debt records through the use of the Treasury Management System, ensuring that information related to loans, repayments, and interest are recorded accurately.
Develops estimates of construction financing costs for capital construction projects including analyzing loan terms, interest rates, and project timelines to ensure financial accuracy.
Manages information for debt reports, capital projects and liquidity updates presented at Executive / Board of Governors including analysis of internal / external loans, loan structures, capital cash flow forecast, anticipated costs to support decision-making and recommendations on financing options.
Performs calculations on debt fees and interest payments for processing. Ensures annual certificate is updated and in compliance related to external debentures.
Develops materials used to assess credit rating agency annual assessments including tracking of university ratios for the university’s credit rating profile.
Develops and makes recommendations on guidelines related to internal loans, construction financing, interest bearing funds and the university’s internal bank interest rate framework.
Develops, maintains and updates investment income for the purposes of budgeting. Provides variance analysis as required, maintains audit trails, builds assumptions and coordinates inputs.
Coordinates the Quarterly Treasury Report, with inputs from other Treasury managers. Monitors investment returns, trends, metrics, Key Performance Indicators and changes between comparative time periods.
Oversees contractual and financial aspects of the University's interest-bearing funds, promissory notes, and line of credits. Maintains monthly financial record in the financial system.
Coordinates with University-Industry Liaison Office regarding the receipt and distribution of external shares. Keeps track of deposited shares and maintains the certificate of shares.
Performs ad-hoc analytical reporting and other duties as required.

This position currently manages no staff.
Minimum Qualifications
Undergraduate degree in a relevant discipline. Enrolled in the CPA Professional Education Program (PEP) modules. Minimum of three years of related experience, or the equivalent combination of education and experience.
