Reporting to the Manager, Director System Operations, the Manager, System Operations Support and Compliance is accountable for ATCO Electric’s compliance program for Critical Infrastructure Protection (CIP) and Alberta Reliability Standards (ARS) as they relate to the operations of the Bulk Electric System (BES). The manager is responsible for ensuring the operational and information technology systems which support the operations of the BES are maintained and secure by leading a team of engineers, information technology and business professionals.

This position requires broad knowledge of wide-ranging issues related to the implementation of operational technology, cyber and physical security controls, and regulatory requirements. The Manager, System Operation Support and Compliance is an integral member of the ATCO Electric senior leadership team and has two teams reporting to them. The two teams reporting to the manager as the System Operations Support team located in Vegreville, Alberta, and CIP and SOC compliance team located in Edmonton, Alberta.

Strong leadership skills, technical expertise, the ability to efficiently manage demanding situations and complex compliance requirements while providing mentorship and guidance to their supervisors as well as other ATCO Electric business teams is essential to this role.

The Manager, System Operations Support and Compliance will be expected to develop strategies to implement new and revise operational technology and compliance policies, process, and procedures, to meet best practices for cyber and physical security.

**What You Get to Do**:

- Participate with plan, design, and enhancement of the processes used to meet and provide evidence of compliance with cyber and physical security regulations and technology best practices.
- Lead cross functional teams of technical employees responsible for securing the systems used to operate the BES.
- Lead the development, implementation, and maintenance of an Operational Technology cybersecurity compliance framework.
- Participate in regulatory audits by supporting supervisors and the teams responding to audit information request, data requests, investigations, and customer inquiries.
- Lead Cyber Security Incident Response Teams as required.
- Participate in transmission industry security and compliance focus teams, and regulatory stakeholder engagement as required.
- Develop and leverage collaborative relationships within ATCO Electric and across the organization to achieve department goals and objectives.
- Support Corporate Security requirement in the development, implementation, and maintenance of effective cyber and physical controls.
- Lead the development of documentation related to audit findings, self-reports, root cause analysis, mitigation plans and evidence of completion.
- Monitor developing or evolving compliance obligations to ensure compliance with national, regional, and local regulations.
- Monitor compliance and security related metrics, and take action as required.
- Ensure teams are validating accurate evidence of compliance exists for the CIP standards and applicable System Operations Control Center Standards.
- Participate, monitor, and track compliance mitigation action plans from initiation through closure.
- Responsible for the operational and capital budget and forecasts, licensing, asset lifecycle, maintenance, and overall cost management for both teams.

**Qualifications**:

- Bachelor’s degree in engineering, information technology and or equivalent
- 5 to 10 years experience in a leadership position preferred.
- Prior experience leading compliance programs preferred.
- The ability to effectively communicate both orally and in writing, to both technical and non-technical individuals, and to give presentations to senior management as required.
- Class 5 or Valid Driver’s License with a clean abstract and able to maintain same

**Skills for Success**:

- 5 to 10 years of experience in IT/OT technology, NERC/AESO CIP compliance including experience in the design and implementation of cyber and physical security controls.
- Relevant Electrical Transmission/Generation and/or Distribution experience
- Prior management or supervision of OT, SCADA/EMS, substation automation, communication, and/or network cyber and physical security teams is required.
- Prior regulatory reporting and auditing experience preferred.
- CISSP or CGIP
