Working for the Trades Infrastructure & Maintenance.Trades Infrastructure & Maintenance ("TIM" within University Services, Operations & Finance) is responsible for the maintenance of building infrastructure assets across the University’s main and other campuses. The University’s building portfolio consists of a diverse collection of commercial buildings that are supported by a wide range of mechanical and electrical base building systems of all ages. Our purpose is to support the research, teaching, mission, and vision of the University through excellent maintenance planning, maintenance execution, and stewardship of resources.Position SummaryThe Regulatory Operational Compliance Lead, reporting to the Operational Excellence Manager, is responsible for overseeing and coordinating all operational aspects of regulatory maintenance contracts within Trades Infrastructure & Maintenance (TIM). This role ensures all work aligns with the University\'s defined scope and complies with local, provincial, and federal codes and standards. As the primary operational liaison between internal trades and external contractors, the Lead sources, secures, and coordinates regulatory maintenance activities, ensuring contractor performance, regulatory compliance, and optimal contract value. Key focus areas include high-risk and high-profile systems such as elevating devices, fire protection, emergency systems, cross-contamination devices, and pressure vessels. The role requires strong collaboration with internal stakeholders, including Procurement and Contract Management, Finance, and TIM leaders, with an emphasis on continuous improvement and operational efficiency. ResponsibilitiesOperationalization and Risk Management: Serve as the primary operational contact for sourcing, coordinating, and managing regulatory maintenance contractors, ensuring compliance with code requirements and University standards.Monitor contract performance, resolve issues, and manage scheduling, budget tracking, billing approvals, and reporting in collaboration with internal stakeholders.Identify and mitigate regulatory and contractual risks, recommend testing strategy adjustments, and support continuous improvement of maintenance operations.Maintain accurate asset and contract records, contribute to metric development, and assess legislative impacts on University compliance. Compliance and Quality Assurance: Monitor, document, and report on contractor and consultant activities to ensure compliance with regulatory requirements, contractual obligations, and safety standards.Collaborate with Operational Excellence, TIM leadership, and contractors to develop detailed regulatory scopes, execution plans, timelines, and budgets.Guide and support teams on regulatory compliance strategies, safety adherence (per UAPPOL and governing bodies), and quality standards.Conduct site inspections, manage corrective actions through non-conformance reporting, and provide performance evaluations to support contractor selection and improvement. Communication and Reporting: Maintain clear, documented communication and strong relationships with contractors, consultants, suppliers, and internal stakeholders throughout the contract lifecycle.Lead regular progress meetings with key stakeholders to review work performance and address issues.Conduct regulatory-specific performance evaluations of contractors and consultants, sharing feedback with internal teams.Develop and manage a Regulatory Information Management System to track project status, compliance progress, and asset-specific inspection data. QualificationsMinimum QualificationsBachelor’s degree in a related field of experience.Minimum 3 years’ experience in a regulatory oversight capacity.Direct contractor management experience with a minimum of 5-10 years of experience within a construction (commercial/industrial) or post-secondary facility maintenance industry.Working understanding of local, provincial, and federal regulatory requirements as they relate to commercial or institutional construction.Must have a valid Alberta Class 5 driver’s license. Preferred QualificationsStrong project management and organizational skills.Excellent negotiation and contract management abilities.Leadership and team management experience.Effective communication and interpersonal skills.Proficiency in project management software and tools (scheduling, reporting, etc.).Strong problem-solving and decision-making capabilities.Knowledge of construction methods, materials, and regulations.
