**Position Description**:
The City of Waterloo is recruiting for Recreation Facility Programming Manager to fill a 12 month fixed-term contract. Reporting to the Director of Recreation Services, the Manager will be responsible for the efficient and effective delivery of quality services and programs for all community members who are utilizing City of Waterloo facilities for sports and fitness.
As a dynamic, results-oriented, and collaborative leader, the Manager will lead strategic initiatives for the City’s Recreation Facility Programming section with a focus on customer service and the development of innovative programs to address the needs of our diverse community.
**Accountabilities**:
- Responsible for the short and long-term planning, management, coordination, administration, operation and the delivery of all facility sport, fitness, aquatics, drop-in and related programs and services, including Community Adult Recreation Programs (CARL), with ongoing evaluation of the programs and services performance
- Provides oversight and leadership to full-time and part-time employees, including recruitment, onboarding, training, development, and performance management
- Researches, evaluates, and develops programs, recommends program expansion opportunities, and changes to programs, services and events to support goals and objectives of the section, division or department
- Establishes and models a strong customer service orientation for programs, services and events; leverages technology to enhance the customer experience
- Conducts regular reviews of the section’s performance relative to customer satisfaction, complaint resolution, potential partnerships, budget performance, divisional performance metrics and long term planning
- Builds successful and achievable work plans to meet program goals and objectives set out in the Recreation Services business plan while considering the core principles of inclusivity, accessibility and affordability
- Creates and manages the annual and ten (10) year operating and capital budget for the section and integration into the division’s budget; responsible for the planning, budgeting, forecasting of expenditures within the Recreation Facility Programming section
- Works collaboratively with the Manager of Marketing and Business Services, the Manager of Community Programming, Customer Service teams and others to ensure the seamless delivery and promotion of programming
- Actively builds community partnerships to enhance the number and variety of programs and special events
- Identifies, assesses, and manages risk with regards to program development, events, new initiatives and partnerships
- Develops and maintains professional networks, including counterparts in other municipalities and within the field, to remain current on existing and emerging trends in the industry
- Promotes a supportive environment where employees can work collaboratively with other team members internal and external to the department
- Ensures a safe and healthy workplace environment for customers and staff
- Ensures Recreation Facility Programming operates in full compliance with health and safety, accessibility, employment standards, and other relevant regulations and legislation
- Prepares reports, presentations, and memos related to divisional needs and presents findings to stakeholders and senior management on initiatives and results within the division
- Attends Council meetings, committees or other required public meetings as required to present recommended courses of action and updates on projects and initiatives
- Participates on corporate committees, initiatives and projects as required
- Other duties as assigned
**Minimum Qualifications**:
- Bachelor’s degree in Recreation and Leisure, Business, Public Administration, or a related field
- Minimum of five (5) years of progressive experience managing recreation programs, including program development, implementation, and evaluation, preferably within a municipal recreation environment
- Previous leadership experience managing teams, developing staff, leading people through change, and delivering high quality outcomes in dynamic environments
- Excellent customer service skills with the ability to interact effectively with the public, internal customers, and other stakeholders
- Demonstrated ability to develop, monitor, and evaluate organizational plans with experience planning and managing budgets
- Excellent communication, teambuilding, and interpersonal skills with proven ability to work collaboratively
- Superior analytical and problem-solving skills to think creatively, identify options, and resolve complex issues
- Excellent knowledge of legislation as it relates to program delivery
- Ability to function well under pressure and respond to the changing demands and priorities of others
- Proficiency using Microsoft office programs, including Word, Excel, and Outlook; experience with ActiveNet or another recreation software would
