**The Position**:
Reporting to the Director of Public Works & Operations, the Public Works Manager is responsible for ensuring effective management and operation of the Public Works department. The Public Works Manager will provide technical support, leadership, and direction to our public works staff and is responsible for overseeing the day-to-day operation and maintenance of the municipal water system, wastewater system, storm water collection, street, parks/green spaces, trails, cemeteries, fleet, facilities, and landscape maintenance. Other responsibilities will include assisting the Director with policy development, program planning, fiscal management, and administration.

The Public Works Manager supervises a team of 15-20 staff and oversees the tasks required to complete the work required of the Public Works Department in conformance with the CUPE Union Agreement, all District Policies and Bylaws, and any other governing rules or regulations.

**TYPICAL DUTIES AND RESPONSIBILITIES**

- Supervise the day-to-day activities of staff working directly under their jurisdiction.
- Assist the Director with the annual operating and capital budget preparation, and preparation of multi year capital plan.
- Oversee the maintenance and repair all Public Works vehicles, equipment, materials, and facilities
- Initiate preventative maintenance programs.
- Ensures normal operations, maintenance and projects assigned are carried out in accordance with the best practice standards and established budget.
- Attends all necessary meetings including those with staff, contractors, the department, other District management, and Council meetings as directed
- Directs the organization of safety training for staff as required. Administers the occupational health and safety program and safety orientation program for public works new employees and refresher training for the existing staff.
- Investigates and acts upon requests, complaints or concerns from the public or other departments.
- Recommend to the Director, bylaws, policies and procedures required to regulate the operation of the Public Works Division.
- Assists the Director with subdivision site inspections, and acceptance of new subdivisions.
- Prepare reports and maintain such records and information as may be necessary to perform this function.
- Oversees cemetery maintenance.

In addition to the regular work listed above the Manager is required to assist in emergencies and arranging equipment during power outages and may be required to undertake other duties as assigned from time to time by the Director or the Chief Administrative Officer.

**REQUIRED SKILLS, QUALIFICATIONS & ABILITIES**

**SPECIFIC SKILLS**
- Knowledge in principles of effective management skills.
- Management and leadership experience in a unionized environment
- Plan, organize, supervise and coordinate the work of the municipal works staff in a wide variety of maintenance and repair projects.
- Knowledge of budget preparation and expenditure control.
- Strong working knowledge of municipal utilities and facilities maintenance functions.
- Ability to analyze maintenance issues and problems
- Ability to evaluate alternative solutions and develop sound conclusions, recommendations and courses of action
- Ability to establish and maintain effective working relationships with District staff, Council, other governmental and regulatory officials, private and community organizations, developers, contractors and others encountered in the course of work.
- Ability to communicate effectively, both orally and in writing, with municipal staff, management, administrators, Council and the general public.
- Ability to use Work Order and Asset Management software, as well as other computer software.
- Strong understanding and commitment to customer service and public relations, and able to communicate effectively both verbally and in writing, and to deal with others effectively and tactfully.
- Proficient in the use of WORD, Excel (budgeting and cost control), Outlook, and scheduling software programs.
- Proficient in the use of SCADA systems and work management systems.

**EXPERIENCE**
- Minimum of five (10) years experience in local government with at least three (3) years previous supervisory experience in a public works environment.

**EDUCATION**

Minimum Qualifications:

- Grade 12 education or GED
- Should possess a degree or diploma in a Public Works related field with a minimum of ten years of technical and management experience in municipal government. However, a com
