**Job Description**:
**POSITION PURPOSE**

Reporting to the Manager, Community Programs, is responsible for supervising the enforcement of the Region’s Lodging House By-law, the Department’s Domiciliary Hostel Standards of Care and emergency hostels; developing and implementing programs relating to domiciliary and emergency hostels and lodging houses; maintaining the relevant service agreements; and coordinating staff training curriculum, community information, communications and manuals.

**MAJOR RESPONSIBILITIES**
- Implements programs and initiatives for the Branch relating to domiciliary and emergency hostels and lodging houses in the Region and develops linkages with community agencies and providers including funding, communication, administration, and evaluation.
- Monitors administration of per diems, PNA’s, funded beds, benefits and budgets.
- Collaborates/liaises with various community agencies and providers to co-ordinate area services and negotiate Purchase of Service Agreements.
- Administers regulations under the Lodging House By-law and the Department’s Emergency and Domiciliary Hostel Standards of Care including budget and staffing requirements.
- Directs the monitoring, inspection and enforcement of regulations under the Lodging House By-law and the Department’s Domiciliary Hostel Standards of Care.
- Manages the issuance of licenses to operators under the Lodging House By-law.
- Assists the Manager in developing annual business/work plans and in developing service plans and staffing proposals.
- Provides input into budget and business plan development, policies and procedures.
- Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
- Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
- Responds to customer enquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing.
- Liaises, fosters and maintains positive relationships with internal staff and external contacts, government and non-government agencies and the public.
- Assumes the functions of the Manager in that person’s absence, as directed.
- Performs other duties as required to meet Divisional/Branch and Departmental objectives.

**QUALIFICATIONS**
- Successful completion of a Community College Diploma Program in Social Work, Social Science or related field or approved equivalent combination of education and experience.
- Minimum three (3) years experience with responsibilities for program management, community development, program evaluation, and analysis and demonstrated supervisory or leadership experience.
- Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
- Satisfactory Police Criminal Background Check.
- Knowledge of licensing and enforcement procedures and associated licensing issues.
- Demonstrated knowledge of relevant Standards, Acts and Regulations as they relate to family and children services, hostels and lodging houses.
- Demonstrated ability to interpret a variety of legislation and data, explain complex legal issues and terminology, analyse issues and make timely decisions in accordance with appropriate legislation and the needs of the client and organization.
- Ability to relate to recipients in an empathetic yet objective professional manner.
- Ability to work outside regular business hours, as required.
