The City of New Westminster has an exciting opportunity for a dynamic, passionate and service-focused individual to manage a varied recreation services and facilities portfolio. As a key member of the Parks and Recreation Department leadership team, the Manager will be accountable for providing ongoing management of the citywide Seniors and Youth Services portfolios. This role is anchored in Century House - one of Canada's first seniors’ centres. Century House continues today as a leading-edge seniors centre that is co-located with the New Westminster youth centre. The Centre is based on an innovative partnership between Youth Services and Seniors Services. The inter-generational relationship is cost and space effective while promoting valuable inter-generational programs, rewarding friendships and mutual understanding.

The Manager is an integral member of a thriving leadership team who values community relationships and partnerships, service excellence, mentoring and coaching the seniors and youth services team of staff and volunteers, working seamlessly with the broader Parks and Recreation team and being a valued resource to other City Departments and committees. Reporting to the Senior Manager, Recreation Services and Facilities, this role requires exceptional supervisory, facilitation, mentoring, and administrative expertise. It is responsible for managing the development, delivery and evaluation of a wide range of specialized community programs, events, supports and services for seniors and youth.

**Key accountabilities include**:

- Working collaboratively with community advisory groups, youth/seniors organizations and leaders, other City Departments and the general public;
- Facilitating staff teams and volunteers in creating strong interdependent networks and delivering quality programs, services, and collaborative initiatives;
- Anticipating and forecasting customer requirements; analyzing trends, utilizing key performance indicators, benchmarking and defining quality standards for customer service, and creating new solutions to meet customer needs.
- Developing work plans and allocating resources efficiently to ensure programs, services, and initiatives meet community needs.
- Leading or participating in the development of plans for City recreation services and facilities.
- Hiring, supervising, training, evaluating and coaching staff, developing work plans and job performance expectations, developing succession programs and initiatives, and managing employee and labour relations issues.
- Actively participating in the development and delivery of strategic plans, policies and procedures for the division and department and reporting on progress of same.
- Demonstrating effective verbal and written communication skills to provide advice, guidance, and policy interpretation on matters related to the portfolio.
- Developing, managing and monitoring multiple capital project and operating budgets and allocating financial assets and resources effectively, ensuring budget projections are achieved.
- Leading a team that includes up to 40 auxiliary positions (recreation workers, fitness instructors, program instructors), full time and regular part time staff (recreation Supervisor, program coordinators, assistant program coordinators, food service, office and building service staff). Your direct reports include multiple supervisory positions.
- Providing leadership support for organizational and departmental initiatives as required.

**Education, Training & Experience**:
You possess a degree in recreation administration, business administration, social sciences or other related discipline and a minimum of 5 years of related work experience in community recreation, preferably with seniors and/or youth and facility operations, including progressive management and leadership experience, or an equivalent combination of education and experience. You will possess a valid B.C. Driver’s license and be willing to undergo a Police Information Check including Vulnerable Sector Check. A valid Standard First Aid and CPR certification is preferred. Formal training and experience in diversity, equity, inclusion and anti-racism principles and work is asset
